The Andhra Pradesh Government on Monday effected a mid-size bureaucratic rejig.

Praveen Prakash (IAS:1994:AP) was made Principal Secretary to Chief Minister with full additional charge of Principal Secretary, General Administration Department (GAD) vice R P Sisodia who was made Principal Secretary, Tribal Department. Presently, Praveen Prakash is Resident Commissioner, Govt of AP in New Delhi. Prior to this Sisodia worked as Principal Secretary to Govt (Political), General Administration Department (GAD).

 

Md Illyas (IFS:1986:AP), Vice Chairman & Managing Director, AP Forest Development Corporation, was given the full additional charge of Principal Chief Conservator of Forests.

 

Dr Vinod Kumar Vats (IAS:2015:AP) was made Sub-collector, Vijaywada. Earlier he was Project Officer, ITDA, Parvathipuram.

BMC commissioner Ajoy Mehta (IAS:1984:MH) will be new Chief Secretary of Maharashtra. The out going Chief Secretary Urvinder Pal Singh Madan (IAS:1983:MH) has applied for VRS five months ahead of his retirement. Reportedly, Madan will be the Chairman of SICOM and would be also an Advisor to Chief Minister.


Meanwhile, Additional Chief Secretary Praveen Pardeshi (IAS:1985:MH) will be appointed as the new BMC Commissioner. Pardeshi previously served as Principal Secretary to Chief Minister.

Former CS of Kerala resigns from CMO

Nalini Netto, Chief Principal Secretary to Chief Minister (CM) Pinarayi Vijayan, resigned from her post on Tuesday. She is a 1981 batch IAS officer and had earlier served as Chief Secretary. After retirement, she was appointed the CM's PS.

 

Her resignation has triggered rumors about her severe differences with certain political appointees in the CM’s office.

 

However, government sources said that Ms. Netto had sought permission to resign much earlier citing personal reasons.

 

Her resignation comes close on the heels of M.V. Jayarajan quitting his post as private secretary to the Chief Minister to assume charge as district secretary of the Communist Party of India (Marxist) in Kannur.

 

Ms. Netto, a high profile civil servant, had served as the first woman Chief Electoral Officer of Kerala. She oversaw two Legislative Assembly elections and one Lok Sabha poll.

1989 batch IAS officer and former Principal Secretary to chief minister Arwind Kejriwal, Rajendra Kumar has established a Trust – Forum for Democracy. This will be a non-political forum where curriculum will be available to train people to emerge as good leaders. So, this will be an institution to learn politics. This will encourage educated people to join politics. Leaders from different political parties will be invited to train the learners in politics. Rajendra Kumar’s colleagues and peers are wondering why the senior IAS officer is taking a move of this kind to train people in politics.

 

After his arrest by the CBI and subsequent release from judicial custody, Rajendra Kumar was seeking VRS that was denied by the MHA. He has not been reinstated in UT cadre. Since his arrest and suspension, the post of Principal Secretary to Delhi chief minister is lying vacant till date. Former VAT Commissioner Sajjan Singh Yadav was offered this position that he denied firmly and took over a new assignment in Daman.

 

 There were rumours of Rajendra Kumar’s elevation to Rajya Sabha on Aam Admi Party berth that could not fructify as he was denied VRS. Now, all the Rajya Sabha berths on AAP quota are already full. So Rajendra Kumar has taken the move to launch the Trust – Forum for Democracy. Gradually, Forum for Democracy will launch substantive curriculum in politics which is not available anywhere in the country. The Forum for Democracy could emerge as a parallel institution equivalent to Vivekanand Foundation.
