Amid the mammoth flood-relief being undertaken at Kerala House (in Delhi) five young IAS probationers (2016 batch), currently
posted as Assistant Secretary in various ministries and departments of Govt of
India, were allocated
to Govt of Kerala to assist in relief work. Amid hectic and endless work, they find it
difficult to extract time to prepare their ‘presentation’ which they are
expected to submit to the ministries and departments they are presently posted
with. The young officers
namely; Dr
Vinay Goyal, Snehil Kumar Singh, Arun Vijayan, Anand
O and Asif K Yusuf are occupied with the onerous
task are working dawn to dust to
accomplish the mammoth relief work. Of five officers, four are from Kerala
cadre and one from Andhra cadre. Indianmandarins learnt that the probationers might have
done well if they were allowed to submit presentation on flood-relief and
disaster management instead of the topic related to respective departments and
and ministries. It is said that he choice of topic for presentation was not a sort of
relief but it could be practically feasible and professionally suitable. But all
it requires permission from competent authority to choose the subject/topic for
their assignment. The probationers, making
efforts at their own level, were told that only Cabinet Secretary could take a
final call to allow them to change topic for presentation. But there is none to
communicate this matter to Cabinet Secretary and get it
approved. Concerned officials at the Cabinet Secretariat have reportedly
raised their hands saying that senior state officials should talk to the
Cabinet Secretary in this regard.

IAS probationers undertaking flood-relief work are eagerly looking at the top for relief. Those in the know of the affairs say that all the five probationers should be allowed to make presentation on the flood relief work. They have delved deep into relief work and developed insight in this area and therefore, all the five can make insightful presentations on relief and disaster management which may turn out to be a reference material on flood-relief.
