Keeping ambassadorial posts vacant could be sometimes very embarrassing. Look at this: Vice President Hamid Ansari is set to visit Uganda and Rwanda this weekend. But South Block has no ambassador in Rwanda. So it asked Ravi Shankar, 1995-batch IFS officer, who is currently posted in Uganda as Indian envoy, to be concurrently accredited in Rwanda as well. The orders to this effect were issued on Tuesday and Shankar will now manage the visit. But was this sloppiness at all required?
