It may be underlined that between 2011 and 2016 he served in the Gujarat government on inter-state deputation and handled key positions in the various departments including Tourism and Science & Technology. 

Reportedly, in addition to his prime responsibility of GIFT City, the Gujarat Govt may entrust Kaulwith the implementation of other critical infrastructure projects, reflecting the administration’s confidence in his administrative experience and familiarity with Gujarat’s developmental priorities.
