An IAS officer of the 1987 batch (Jharkhand cadre), Sinha retired as the Union Secretary for Steel. His career in government included pivotal roles such as Secretary for Rural Development and Border Management, as well as Chairman of the National Highways Authority of India (NHAI) and Managing Director of the National Highways and Infrastructure Development Corporation (NHIDCL). He played a key role in several major infrastructure projects, including the Delhi–Mumbai Expressway and the Zojila Tunnel, and also helped shape India’s "Greening Roadmap" for the steel sector.
