New Delhi (03.12.2025): The Haryana government has set in motion the process to appoint a new Director General of Police (DGP), following the prolonged leave of Shatrujeet Kapur (IPS: 1990: HY). Kapur, whose tenure was interrupted by the fallout from the alleged suicide of a fellow IPS officer, is widely deemed unlikely to re-join his post, forcing the Nayab Singh Saini administration to fast-track the selection.
In line with procedures, the state government is preparing to forward a proposal to the Union Public Service Commission (UPSC) to constitute a panel of five eligible IPS officers. This move is necessitated as officiating DGP OP Singh (IPS: 1992: HY) is scheduled to retire on December 31, 2025.
The Five Contenders:
Sources indicate that five high-ranking IPS officers are being considered for the crucial position, whose names will be submitted to the UPSC for vetting. The list includes:
  • Shatrujeet Kapur (IPS: 1990: HY)
  • SK Jain (IPS: 1991: HY)
  • Ajay Singhal (IPS: 1992: HY)
  • Alok Mittal (IPS: 1993: HY)
  • Arshinder Chawla (IPS: 1993: HY)
The Kapur Conundrum
The inclusion of Shatrujeet Kapur’s name is a formality, according to officials, as he still has 11 months remaining before his scheduled retirement. However, his prospects remain clouded by the events that led to his current status.
Kapur was forced to proceed on leave on October 14, following the tragic death of Y Puran Kumar (IPS: 2001: HY). The fallout included the registration of an abetment to suicide case by the Chandigarh Police, a factor the state government is legally bound to address in its communication with the UPSC.
"While Kapur’s name will figure in the proposal being sent to the UPSC, the state government will have to mention the reasons for his being on leave since October 14, including the registration of an abetment to suicide case by Chandigarh Police following the death of IPS officer Y Puran Kumar," an official confirmed.
The selection process is expected to intensify over the coming weeks as the Saini government seeks to appoint a full-time, stable leader for the state police force before OP Singh’s retirement date.
