New Delhi (17.12.2020): The experiment to enhance the efficiency of government machinery through lateral entry at the JS level is seen coming to a grinding halt. The half-baked experiment, without the desire to change the transaction rules of GoI, was never expected to succeed, and it hasn't succeeded.

Even though IAS and allied services officers don't like the cumbersome, in fact scandalous, rules and procedures which no political leadership has shown the inclination to change despite recommendations from various administrative reforms commissions, central services officers get used to it in the absence of feasible alternatives within the government.

However, it's not easy for a chap entering the government from a good private sector company (vs the old style companies) to adjust to the culture of "let it be the way it is."

Even though there have been no more appointments this year through lateral entry since the scheme was introduced last year to fill the escalating shortage of officials as well as domain experts, first of the nine wickets fell recently, when Arun Goel, who had joined the Commerce Ministry last year as a domain expert, tendered his resignation.

It may be recalled that a total of nine persons with domain knowledge were hired as JS in April 2019 under the scheme touted as the best idea to reform the government.

Officials believe that it's a matter of time before the others hired under the scheme left the government. 

It may be recalled that the UPSC in April 2019 selected nine lateral entry specialists. Altogether, 10 posts JS-level posts were advertised (June 2018) and nine posts were filled but Ms Kakoli Ghosh (an IIT, IIM, and Oxford alumnus and professional experience with the UN, KPMG and a financial MNC) who was selected as JS, Department of Agriculture Cooperation and Farmers Welfare quit the turf before joining GoI.

Though the first lateral entry wicket falls with the resignation of Arun Goel, seven joint secretaries (lateral-entrants) continue to serve GoI. They are Rajeev Saksena (DEA), Amber Dubey (Civil Aviation), Dinesh Dayanand Jagdale (MNRE), Sujit Kumar Bajpayee (MoEF&CC), Saurabh Mishra (DFS), Suman Prasad Singh (Road Transport and Highways) and Bhushan Kumar (Shipping).
