New Delhi (19.11.2022): No headway has been made so far despite representatives of  Central Secretariat Service (CSS) officers writing a letter to Department of Personnel and Training (DoPT) that around 45 per cent that comes to over 1600 posts of Section Officers of CSS are lying vacant as many officers have not be promoted since 2013. This is in a situation when Prime Minister Narendra Modi has announced to provide employment to as many as 10 lakh people by the end of 2023. Around 75 thousand people have been given joining letters on October 22 in the first tranche.
There are 1,624 posts lying vacant in Section Officer (SO) Grade of the total sanctioned strength of 3,600. CSS Forum informed that DoPT is not considering ad-hoc promotions of officials inducted in 2013 on the ground of non-finalisation of selection list due to court cases. However, DoPT’s guidelines on promotion states that in case of service matters pending in courts, ad-hoc promotions can be made to meet the functional requirements.
On PM Narendra Modi’s directions in June 2022 for mission mode recruitment of 10 lakh people, DoPT wrote to all Ministries and departments to take action for filling up vacancies at the earliest. Sources informed that the ministries zeroed in on around 8 lakh vacancies but the PM wants no less than 10 lakh vacancies to be filled up. In such a situation, it appears ironic that more than 1,600 posts of SOs are lying vacant for which provisions are already available for promotion. This could have created vacancies and hence be a necessary step in achieving the target of 10 lakh recruitment. Details of the vacancies in various ministries/departments as follows:
