Indianmandarins has reliably learnt that the Coal Ministry had received until 05 January as many as 37 applications for the Coal India CMD's post which fell vacant following the retirement of Sutirtha Bhattacharya on 31 August 2017. The applicants include acting CIL Chairman Gopal Singh, Singareni Collieries Company Ltd chairman N Sridhar and many Joint Secretary rank civil servants, and top executives from state public sector companies, private companies and a couple of armed forces officials.
Strangely, the government has taken almost five months to constitute a Search-cum-Selection-Committee (SCSC) for picking up a new CIL CMD after the public sector headhunter on June 16 informed the govt that it could not find anyone suitable for the position after interviewing six candidates and suggested that the Centre may choose an appropriate course of action for the selection of Coal India CMD.
Foreseeing Sutirtha Bhattacharya's retirement in October 2017, the PESB had initiated its process well in advance by advertising the post on 09 March 2017 with the last date for submission of application fixed as 18 May 2017. On June 16, 2017, it interviewed six candidates, four from Coal India group companies and two from other public sector entities and failed to pick up a suitable candidate from among those who held top responsibilities in CIL's subsidiaries including Gopal Singh (CCL CMD) whom the ministry later found fit for holding the additional charge of Coal India Chairman.
Somehow, the race for CIL top post has become interesting and complex as well. The eligibility criteria laid down by the Coal Ministry has opened the door for several others who otherwise could not have got the opportunity to join the league. For example, it allowed joint secretary level officers to apply for the position against the norm of additional secretary rank for a Maharatna PSU. Further, the doors were already opened last year for candidates from state public sector enterprises/private sector. The eligibility criteria also required 25 years of experience in any organization of repute…… Further, the post is for a total of five years but it had allowed candidates with three years of residual service whereas, for candidates from Coal India, executives with two years of residual service may apply.
