Chandigarh reshuffles portfolio of nine officers; many posts lying vacant

In an order issued by Governor of Punjab and UT Administrator VP Singh Badnore, AGMUT cadre IAS officer Sachin Rana has been given the charge of the Additional Deputy Commissioner, Additional Registrar Cooperative Societies, Secretary Red Cross Society, Director-cum- Special Secretary, Technical Education, and Principal-cum-HOD, Government College of Art. Rakesh Kumar Popli has been given the charge of the Director Public Relations (DPR), reliving Navjot Kaur. Popli will continue to function in his current role at the Registering and Licensing Authority, Additional Excise and Taxation Commissioner, Deputy Commissioner-cum-Collector (Excise), and Director, Hospitality. Amit Talwar will look after Director Transport-cum-(ex-officio), Additional Secretary Transport, and Divisional Manager, CTU. Rajiv Kumar Gupta has been appointed Additional Secretary Agriculture, Additional Secretary Labour, Additional Secretary Employment, Additional Secretary Printing and Stationary and Agriculture Census Officer. Uma Shankar Gupta has been given two more departments - Additional Secretary Urban Planning and Metro and Additional Secretary (Housing). He will continue to look after the charges of the Chief General Manager, CITCO, and Additional Secretary (Estates). Navjot Kaur has been given the charges of Director Social Welfare, Managing Director, Chandigarh Scheduled Castes, Backward Classes and Minorities Financial and Development Corporation, Chandigarh, Managing Director, Child and Women Development Corporation, Chandigarh; and Secretary (ex-Officio), Chandigarh Commission for Protection of Child Rights, relieving Nishu Nee Namrata Singal, of the above charges. Rubinderjit Singh Brar, Director, School Education, has been given the charge of the Director, Higher Education, also. Nishu Nee Namrata Singal has been appointed Joint Secretary Cooperation, Joint Secretary Industries, Director, Rural Development and Panchayat Chief Executive Officer, Zila Parishad, Joint Secretary, Food and Supplies and Consumer Affairs, and Legal Metrology. Radhika Singh has been given the charges of the Director, Industries, General Manager, District Industries Centre, Project Director, Beant Singh Memorial and Director, Museum and Art Gallery. Anurag Aggarwal continues as Home Secy. The Ministry of Home Affairs has allowed the administration to retain Home Secretary Aggarwal till May 31, 2018, or till the approval of a regular appointment on the post. The three-year tenure of Aggarwal ended on January 11, 2018. Later, he was given an extension for three months. The Administration sought his further extension due to an acute shortage of officers in the Administration. At present, many important posts in the Administration have been waiting for regular appointments. These posts include MC Commissioner, Home Secretary, Managing Director, CITCO, and Chairman, Housing Board. While the MHA is yet to appoint the new chairman of the CHB, it has not finalized the names recommended for the other posts.
