New Delhi (31.01.2023): Notifications of appointments and recommendations issued on Tuesday are as follows:
The Appointments Committee of the Cabinet (ACC) has approved the following proposals of Ministry of External Affairs:
  • Tenure of Rishabh Deo (IFS: 2017), the then Referent/Attache, Shanghai Cooperation Organization (SCO) Secretariat, Beijing, was curtailed by 33 days (1 month and 2 days) on functional grounds
  • Deputation of Muthineni Sai Teja (IFS: 2020) as Referent/Attache to Shanghai Cooperation Organization (SCO) Secretariat was approved for a period of three years.
  1. Tenure of foreign deputation of N Ashok Kumar (IAS: 2004: MN), Adviser (Industry & Engineering) in Embassy of India, Brussels, Belgium extended for the period up to 30.06 2024.
  2. Shyam Lal Poonia (IAS: 2010: MN) was appointed to the post of Deputy Secretary in the Ministry of Housing & Urban Affairs, Delhi for a tenure up to 07.12.2026.
  3. Rajiv Wadhawan (ICoAS: 2002), Adviser (Cost), Ministry of Health & Family Welfare, was allowed to take up foreign assignment as Senior Policy Adviser to Joint Finance and Health Task Force (JFHTF) Secretariat, WHO, Geneva, Switzerland for a period of six months.
  4. Javvadi V Naga Subramanyam (IAS: 2009: AM) was appointed as Director in the Department of Economic Affairs, Delhi for a tenure up to 25.09.2026.
  5. Ajay Kumar (IOFS: 2005) was appointed as CVO, Coal Mines Provident Fund Organization (CMPFO), Dhanbad under the Ministry of Coal for a period of 3 years.
  6. Upendra Kumar Pandey (IRSME: 1998) was appointed as CVO, Hindustan Copper Ltd. (HCL), Kolkata under the Ministry of Mines for a period of 3 years.
  7. B K Gangte (IFOS: 1996: UD) was appointed as CVO, Mumbai Rail Vikas Corporation Ltd. (MRVC), Mumbai under the Ministry of Railways for a period of 3 years.
  8. Hemant Kumar Nanda (IOFS: 1997) was appointed as CVO, Rail Vikas Nigam Ltd. (RVNL), Delhi under the Ministry of Railways for a combined deputation tenure of 7 years i.e. up to 03.04.2025.
  9. Deputation tenure of Mithra T (IAS: 2009: KL), DCO/DCR, Kerala, was extended for a period of 2 years 9 months up to 31.12.2025. She counts her central deputation tenure w.e.f. 20.11.2019.
  10. Dr Anupam Talwar (IDES: 2012) was appointed as Deputy Director, Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, up to 06.09.2024.
  11. Rajbir Singh Panwar (IFoS: 91: GJ), Joint Secretary, Department of Agriculture & Farmers Welfare, was entrusted with additional charge for the post of Managing Director, National Horticulture Board (NHB) for a period of 03 months w.e.f. 23.03.2022.
  12. Priya Ranjan (IFoS: 1998: RJ), Joint Secretary, Department of Agriculture & Farmers Welfare, was entrusted with additional charge for the post of Managing Director, National Horticulture Board (NHB) for a period of 09 months w.e.f 23.06.2022.
  13. R K Gupta, CSS cadre officer, was re-employed as Deputy Election Commissioner (JS level), Election Commission of India on contract basis for a period of one year beyond the date of his superannuation i.e on 28.02.2023.
  14. Shiv Nandan Kumar, CWES, Chief Engineer, Indus Basin Organisation (IBO), Chandigarh, Central Water Commission (CWC) was entrusted with additional charge of the post of Chief Executive Officer (CEO), Polavaram Project Authority, Hyderabad for a period of six months w.e.f. 28.11.2022.
  15. Roop Kishor (IOFS: 2004) was appointed as CVO, Council of Scientific & Industrial Research (CSIR), Delhi in the Department of Scientific & Industrial Research for a combined deputation tenure of 7 years i.e. up to 13.05.2025.
  16. The additional charge of the post of Secretary, National Commission for Minorities was assigned to Mukhmeet Singh Bhatia (IAS:1990:JH) upon superannuation of S K Dev Verman (lAS:1988:MN) on 31 .01.2023.  Bhatia is Secretary, Ministry of Minority Affairs.
  17. Rajat Agarwal (IAS: 2003: PB) appointed as Executive Director, India Trade Promotion Organisation (ITPO), under the Department of Commerce, for a tenure of five years.
  18. Subhash Chandra Agarwal (IRS C&IT: 1994) appointed as Additional DGFT, in DGFT, New Delhi under the Department of Commerce for a tenure of five years.
  19. Amitabh Prasad (IA&AS: 2001) appointed as Joint Secretary, Department of Defence for a tenure of five years.
  20. Rajender Kumar (IOFS: 1997) appointed as Joint Secretary, Department of Food & Public Distribution for an overall tenure of seven years up to 03.12.2024.
  21. Devendra Kumar Nim (IP&TA&FS: 1993) appointed as Joint Secretary, National Human Rights Commission (NHRC), Ministry of Home Affairs, for a tenure up to the date of his superannuation on 31.01.2025.
  22. Rajendra Ratnoo (lAS: 2001: TN) appointed as Executive Director, National Institute of Disaster Management (NIDM), Ministry of Home Affairs for an overall tenure of five years up to 07.02.2024.
  23. Rahul Kapoor (IRAS : 2002) appointed as Joint Secretary, Ministry of Housing and Urban Affairs for a combined tenure of seven years up to 14.01.2025.
  24. Shahnawaz Alam (IP&TA&FS: 1994) appointed as Joint Secretary, Ministry of Minority Affairs, for a tenure up to the date of his superannuation on 30.04.2027.
  25. Vikas Anand (lAS: 2002: AGMUT) appointed as Joint Secretary, Ministry of Panchayati Raj for a tenure of five years.
  26. Sumita Singh (CSS Services) appointed as Director, ISTM, under the Department of Personnel & Training for a tenure of five years.
  27. Raj Kumar (IPoS: 2001) appointed as Additional Secretary, UPSC, Department of Personnel & Training for an overall tenure of seven years up to 31.07.2023 by upgrading the post of Director level held by the officer to Joint Secretary level.
  28. Sonal Mishra (IAS: 1997: GJ) appointed as Joint Secretary, Ministry of Skill Development & Entrepreneurship for a  tenure of five years.
  29. Ajay Gupta (IRSS: 1993) appointed as Joint Secretary, Ministry of Textiles for a tenure up to the date of his superannuation on 31.08.2026.
  30. Abhijit Phukon (IES: 2004), Director, in the Ministry of Corporate Affairs, was prematurely repatriated to his parent cadre to avail the benefit of promotion.
  31. Vaibhav Bajaj (IRS C&CE: 2009), Private Secretary to Union Minister for Health & Family Welfare Mansukh Mandaviya, was re-designated to Director level for a period up to 14.03.2023. He counts his Central Deputation tenure w.e.f. 15.03.2016.
  32. Tejaswi Naik (IAS: 2009: MP), Private Secretary to Union Minister for Agriculture & Farmers Welfare Narendra Singh Tomar, was re-designated to Director level for a period up to 14.12.2027. Naik counts his Central Deputation w.e.f 15.12.2022.
The Centre appointed the following IPS officers to the post of Deputy Inspector General in Central Bureau of Investigation for a period of five years. They are:
  • Sudhir Kallaya Hiremath (IPS: 2007: MH) 
  • Satya Veer Singh (IPS:2008: BH)
The Centre extended deputation tenure of following IPS/Non-IPS officers in Central Bureau of Investigation. These officers are:
  • Vijayendra Bidari, (IPS: 2005: TN), DIG, tenure up to 18.07.2024 (total 7 years).
  • Anoop T Mathew, (IPS: 2006: JH), DIG, tenure up to 11.02.2025 (total 7 years). 
  • Ashok Kumar, (IRS C&IT: 2006), SP, tenure up to 29.01.2026 (Total 7 years). 
  • Manoj Verma, Second-In-Command, CRPF, SP, tenure up to 27.08.2023 (Total 5 years).
The Centre appointed following IPS officers to the post of Superintendent of Police in Central Bureau of Investigation for a period of five years. They are:
  • Manjunath Singe (IPS: 2011: MH) 
  • Divya Sara Thomas (IPS: 2013: KT)
