New Delhi (14.12.2023): The lapse in security of the Parliament has once again underscored that keeping key posts vacant for so long is detrimental to the national security. Serious security breach in the Parliament that took place on December 13, most significant breach since the 2001 terror attack, raised several serious questions over the key affairs including personnel management at the top. 
Executive Director (Security), Parliament:
A Joint Secretary level officer heads the Parliament Security Service which is currently headed by Brijesh Singh, a director-level officer, has been filling in for a full-time joint secretary post. 
Immediately after the breach of security took place in the Parliament officers across services presumed that the Executive Director, Security in the Parliament (a Joint Secretary level post) would be removed in a first but many of them realised the key post (ED Security, Parliament) recently fell in the mid of November after Raghubir Lal (IPS: 1997: UP) returned to parent cadre as ADG (Security) after completing one year extended tenure. 
CRPF & CISF under ad-hoc arrangement:
The incident also reminds that keeping key CPMFs like CRPF and CISF under ad hoc arrangement for months are detrimental to national security. It is to be noted that CRPF DG post has been under ad hoc arrangement under ITBP DG Anish Dayal Singh (IPS: 1988: AM) since December 01 vice Dr Sujoy Lal Thaosen (Retd IPS: 1988: MP) whereas DG CISF post has been under ad hoc arrangement under Neena Singh (IPS: 1989: RJ) since the retirement of Vice Sheel Vardhan Singh (IPS:1986:BH) on August 31, 2023.
