Previously Bhardwaj served as Director (HR) Solar Energy Corporation of India and later returned to CONCOR after completing the tenure with SECI.

The extension of tenure of Director (HR) in Solar Corporation of India Limited (SECI) could not be decided within time line. On expiry of tenure on August 18, 2018 and in absence of any Government order, the charge stood relinquished and the incumbent had to report to CONCOR exercising lien.

Those in the know of the affairs say that it may be another case of exit for want of timely action whereas few others term it as a case of forced-exit. If some reliable sources are to be believed the representation could not pass through PMO scrutiny till date, and the incumbent had to quit.

 

Experts say that the case is not so straight. It has another aspect as well. According to experts, lien is never co-terminus with ACC decision, hence expires automatically after five years. As per the guidelines, the concerned ministry has the power to issue the order of continuance until ACC takes its call but the ministry chose not to issue such orders.


It may be mentioned that the Parliamentary Committee recommendation ‘making the lien co-terminus with the ACC order’ is stated to be pending with PMO since September 2015.
