Couple holds key position in Punjab: Vini Mahajan is new Chief Secretary

Bowing to the pressure from cabinet colleagues the Punjab Chief Minister Capt Amarinder Singh has transferred the Chief Secretary Karan Avtar Singh (IAS:1984:PB) over 60 days ahead of his retirement and appointed Ms Vini Mahajan (IAS:1987:PB) as new Chief Secretary to the Government of Punjab. She becomes the first woman CS of Punjab. 

Punjab is the only state where a bureaucrat couple holds top positions in civil & police administration. Mahajan's husband Dinkar Gupta (IPS:1986:PB) is DGP of the state.

Nine senior IAS officers shifted in Punjab

In a major bureaucratic reshuffle, affected on Sunday Punjab, as many as nine senior IAS officers were shifted with Vishwajit Khanna (IAS:1987:PB) becoming the new Financial Commissioner, Revenue, relieving the state’s senior-most IAS Officer Karan Bir Singh Sidhu (IAS:1984:PB). Holding the additional charge of ACS, Food Processing Khanna was hailed for the smooth procurement of wheat amid the COVID curfew.

Anirudh Tewari (IAS:1990:PB), ACS Finance, was given the charge of ACS-cum-Financial Commissioner, Development. He will hold the additional charge of Food Processing, Horticulture, Power, New & Renewable Energy etc.

In the aftermath of the controversy surrounding the excise policy that happened during the lockdown A Venu Prasad (IAS:1991:PB) was made Financial Commissioner, Taxation. He will also hold the additional charge of CMD, Punjab Power Corporation Limited but his charge of Mines and Geology Department has been given to Sarvjit Singh.

Kirpa Shankar Saroj (IAS:1989:PB), presently working as ACS Social Justice, Empowerment & Minorities, was given the additional charge of NRI Affairs in place of Rahul Bhandari (IAS:1995:PB). 

Kakumanu Siva Prasad (IAS:1993:PB) replaces KAP Sinha as Principal Secretary, Food and Civil Supplies Department whereas K A Prasad Sinha (IAS:1992:PB) was posted as Principal Secretary, Finance Department. Alok Shekhar (IAS:1994:PB) was given Sinha’s additional charge of Parliamentary Affairs Department.

Ms Amanpreet Kaur Sandhu (IAS:2016:PB) posted as Additional Deputy Commissioner (Development), Mansa.

Further, a PSC officer Rajesh Kumar Sharma (IAS:2016) was posted as Deputy Principal Secretary to Chief Minister of Punjab.

Punjab CM apparently meets legislators to buy peace over CS?

Punjab legislators are not ready for anything less than to take the scalp of state chief secretary Karan Avtar Singh’s alleged ‘unacceptable behaviour’ with ministers during a meeting a fortnight ago. Punjab Chief Minister Amarinder Singh met with some legislators to buy peace.

 

Cabinet minister Sukhjinder Singh Randhawa, MLAs Amarinder Singh Raja Warring, Pargat Singh and Sangat Singh Gilzian met the chief minister over lunch at his Siswan farmhouse. Congress president Sunil Jakhar was also present at the meeting.

 

The CM invited them for an informal lunch during which discussions were held on various issues. Randhawa said that he had raised with the chief minister the issue of Chief Secretary Karan Avtar Singh’s alleged ‘unacceptable behaviour’ with ministers during a meeting held here a fortnight ago.

 

“When the CM asked about the chief secretary issue, we told him that the chief secretary’s attitude was not right and the way he spoke with ministers cannot be tolerated by anybody,” Randhawa said. The chief minister was told about what had happened on that day and why ministers had walked out of the meeting, Randhawa said, adding that the CM assured them to look into the matter.

Though Punjab chief secretary Karan Avtar Singh has been divested from the additional charge of Financial Commissioner-Taxation department but Congress MLAs and an MP are still demanding a probe against him.

 

A Punjab minister, eight ruling party MLAs and an MP have blamed him for alleged excise revenue losses accusing that his family has a ‘personal interest’ in the department. The crisis started on May 9 between two ministers and the CS at a meeting where the state’s post-lockdown excise policy was being discussed.

 

Finance Minister Manpreet Singh Badal and Charanjit Singh Channi accused the CS of unacceptable behavior during that pre-cabinet meeting. Gidderbaha legislator Amrinder Singh Raja Warring also asked the CM to remove the bureaucrat from the post of CS so that he does not influence an inquiry.

 

The demand for a probe is backed by eight other MLAs — Jails and Cooperation Minister Sukhjinder Singh Randhawa, Sangat Singh Gilzian (Urmur), Raj Kumar Verka (Amritsar West), Kulbir Singh Zira (Zira), Barinder Singh Pahra (Gurdaspur), Fatehjung Bajwa (Qadian), Balwinder Singh Laddi (Hargobindpur Sahib) and Joginder Pal (Bhoa).

 

Joining them in putting pressure on Chief Minister Amarinder Singh, Congress MP Partap Singh Bajwa also sought a probe by a central agency. Warring asked the chief minister to order an inquiry against the CS for revenue loss of “over Rs 600 crore”.

Former Punjab DGP booked for disappearance of a junior engineer

Former Punjab DGP Sumedh Singh Saini (IPS:1982: PB) has been booked for the alleged disappearance of a junior engineer in 1991. Saini was Chandigarh’s senior superintendent of police when Balwant Singh Multani, the junior engineer, was picked up following a terrorist attack on Saini.

An FIR was registered against Saini and others on the complaint of Jalandhar-resident and Multani’s brother Palwinder Singh in which Palwinder Singh cited Saini’s influence and said they could not get justice because of it.

The CBI initiated a probe against Saini over the disappearance of Multani, who was a resident of Mohali near Chandigarh, in 2007 on Punjab and Haryana High Court’s directions. The Supreme Court quashed the probe in 2011 after then Shiromani Akali Dal-led Punjab government challenged the high court order.

Saini accused Punjab chief minister Amarinder Singh of trying to settle a score with him. Saini challenged a state vigilance bureau’s closure report in the Ludhiana City Centre scam in 2018 in which Amarinder Singh was an accused.

Punjab police has got three more DGP-rank officers following the promotion of three senior most additional director generals of police (ADGP)-rank officers. With this, the state has a total of 10 DGP-rank officers.

 

The three promoted officers are 1988-batch IPS officers Prabodh Kumar, Rohit Choudhary and Iqbal Preet Singh Sahota.

Punjab: False complaint against 02 IAS officers to be probed

Punjab’s Chief Electoral Officer (CEO) S Karuna Raju has asked the state Director General of Police to investigate into a false complaint against two IAS officers by using the Shiromani Akali Dal’s letterhead.

 

The orders were issued to the DGP after the SAD denied making any such complaint, an official spokesperson of Punjab’s CEO said.

 

Reportedly, an unidentified person had lodged a complaint, using the SAD letterhead, against the two Punjab IAS officers on March 23. The letterhead carried the signature of SAD president Sukhbir Singh Badal.

 

“Normally, such complaints are signed by the party’s general secretary, but in this complaint, the signature of the party president was there,” Raju said.

 

When a written communication was sent to the SAD’s office with regard to the complaint, the latter made it clear that it did not lodge any such complaint, the spokesperson said.
