Couple holds key position in Punjab: Vini Mahajan is new Chief Secretary

Bowing to the pressure from cabinet colleagues the Punjab Chief Minister Capt Amarinder Singh has transferred the Chief Secretary Karan Avtar Singh (IAS:1984:PB) over 60 days ahead of his retirement and appointed Ms Vini Mahajan (IAS:1987:PB) as new Chief Secretary to the Government of Punjab. She becomes the first woman CS of Punjab. 

Punjab is the only state where a bureaucrat couple holds top positions in civil & police administration. Mahajan's husband Dinkar Gupta (IPS:1986:PB) is DGP of the state.

Punjab CM apparently meets legislators to buy peace over CS?

Punjab legislators are not ready for anything less than to take the scalp of state chief secretary Karan Avtar Singh’s alleged ‘unacceptable behaviour’ with ministers during a meeting a fortnight ago. Punjab Chief Minister Amarinder Singh met with some legislators to buy peace.

 

Cabinet minister Sukhjinder Singh Randhawa, MLAs Amarinder Singh Raja Warring, Pargat Singh and Sangat Singh Gilzian met the chief minister over lunch at his Siswan farmhouse. Congress president Sunil Jakhar was also present at the meeting.

 

The CM invited them for an informal lunch during which discussions were held on various issues. Randhawa said that he had raised with the chief minister the issue of Chief Secretary Karan Avtar Singh’s alleged ‘unacceptable behaviour’ with ministers during a meeting held here a fortnight ago.

 

“When the CM asked about the chief secretary issue, we told him that the chief secretary’s attitude was not right and the way he spoke with ministers cannot be tolerated by anybody,” Randhawa said. The chief minister was told about what had happened on that day and why ministers had walked out of the meeting, Randhawa said, adding that the CM assured them to look into the matter.

Contradictions have become a norm in the Amrinder Singh government with SAD demanding the Punjab government to be sacked and Punjab cabinet ministers asking the CM to sack CS Karan Avtar Singh (IAS:1984:PB). They declared that they would not attend cabinet meetings as long as he attends these meetings.

The CS had taken on ministers at a pre-cabinet meeting on the excise policy insisting that changes recommended by ministers to the policy could not be taken on board. The face-off had led to ministers storming out of the meeting and finance minister Manpreet Singh Badal was the first one to walk out.

Annoyed ministers decided to stand their ground and walk out of the meeting if the chief secretary is present at an informal meeting ahead of the cabinet meeting.

The CS was advised to stay away from May 11 cabinet meeting and additional chief secretary (home) Satish Chandra was asked to officiate. As soon as cabinet meeting started, the ministers told chief minister Amarinder Singh that they would not attend cabinet meetings in case the chief secretary is present.

But as per the rulebook, the chief secretary is also the secretary to the cabinet, coordinates all meetings of the cabinet and signs off on the official records.

Meanwhile, the CS had signaled that he was ready to apologize to bury the hatchet. But Manpreet Singh Badal has insisted that he isn’t game. Some ministers want to give the chief secretary a second chance but the finance minister is adamant.

Punjab Chief Minister Capt. Amarinder Singh's absence at the opening ceremony of the five-day scientific meet, considered to be one of largest congregation of scientists anywhere in the world, might have undermined his image and sent out a rather negative signal about his political maturity.

 

His absence from the inauguration of the 106th Indian Science Congress at the Lovely Professional University at Phagwara by Prime Minister Narendra Modi might be seen and is indeed seen, as his reluctance to attend a prestigious function in his own state if his opponents happen to be there.

 

Capt. Singh may seem to be taking his personal preferences and aversions too far. Of course, his Minister for Industries and Commerce Sunder Sham Arora attended the inauguration, but this is neither an excuse nor an explanation from his absence from the function.
