Congress shows lack of survival instinct: MP slips out of hand

Coming to power is one thing and surviving is something different. Kamal Nath’s journey as Madhya Pradesh Chief Minister ended on Friday, a little over 15 months after he took over the top post. He designed his political journey in such a manner that it was destined to end sooner or later. He and his political masters at 10 Janpath failed to understand one simple thing that a leader like Jyotiradiya Scindhia did not deserve even a berth in the Rajya Sabha.    

It has been a common understanding that all it exhibits is lack of survival instinct of Congress leadership. It is also said that the Congress high command often fails to identify and differentiate between asset and liability.

Kamalnath Government, Monday late evening, appointed M Gopal Reddy (IAS:1985:MP) as the new Chief Secretary of the state vice Sudhi Ranjan Mohanty (IAS:1982:MP). Reddy was functioning as Officer on Special Duty (OSD) prior to his announcement as CS.

Further, Kamalnath Govt appointed Mohanty as Director General of RCPV Academy of Administration; fifteen days ahead of his retirement (31.03.2020).  

When a couple of weeks back Reddy was announced as Officer on Special Duty (OSD), as likely successor of Mohanty, many civil servants, posted in Govt of India, termed it a Chindwada Bonanza. Reportedly, Nath and Reddy are considered close to each other when Reddy was Collector of Chindwada.

A Karnataka redux in Madhya Pradesh is likely however the Kamal Nath government is showing a brave face of having required number in Madhya Pradesh Assembly. Around 22 MLAs including six ministers have resigned from the government putting the Congress not only in tizzy but also in an embarrassing situation forcing the party parroting the same line that BJP is trying to topple the government.

In the 230-member Madhya Pradesh Assembly, the difference between the Congress and the BJP had been of seven legislators and the Congress formed the government with the help of independent, BSP and SP. Independent MLAs generally prefer to go with the ruling party and they are now in touch with the BJP. The case of Madhya Pradesh is different where one of its most senior leader is part of the coup.

 Reportedly Jyotiraditya Scindia was not granted audience of Congress president Sonia Gandhi paying the way for the coup and now he has been expelled after he resigned. The Congress was not ready to entertain Scindia as he has been toeing the BJP’s line on certain issues for which leadership was miffed with but the most interesting part of the story is that people are not happy with the Congress government and realised the mistake of voting the BJP out of power. They have been telling this to Scindia unequivocally.

They tried to compensate by defeating Mahraja from Guna but still, the Congress did not try to understand the sentiment of people including its promise made to farmers and ignoring many other issues of national interest. The CM kept on making such statements that is harming the Congress.

Scindia has been constantly in his lost constituency and trying to read the mind of the people for his defeat and it has been realised that policies of the Congress in no way a serious attempt to revive the fortunes of the Congress as it is working on a strategy that is rather harming it.

The Congress has lost a big leader in Madhya Pradesh and it is on the verge of loosing power in the state but Kamal Nath, Digvijay Singh and many such leaders are still ruling the roost in the state but they are apparently detrimental to the party which is trying hard to bounce back.

MP CS appointment challenged: SC to examine corruption charges

The Supreme Court has admitted a petition challenging the appointment of S R Mohanty (IAS:1982:MP) as Chief Secretary of Madhya Pradesh on the ground that he was allegedly involved in a corruption case pertaining to state industrial development corporation. Accordingly, a bench of CJI Ranjan Gogoi and Justices Sanjiv Khanna issued a notice to the Centre and sought its reply in six weeks.

 

Senior advocate Maninder Singh, appearing for petitioner Manohar Dalal, said that the present case demonstrates a glaring abuse of power by Mohanty.

 

He argued that the charge of abuse of power is established by the fact that DG EOW who was probing the corruption case against him was removed on January 02, immediately after Mohanty took charge as chief secretary on December 31, 2018.

 

Singh said the DG of EOW was appointed only six months before that but was replaced.

The petitioner had sought directions for quashing Mohanty's appointment and a fresh departmental inquiry against him.

 

Dalal also pleaded for transferring the case registered by EOW against Mohanty to CBI for further investigation. He sought that fresh departmental inquiry be held under the supervision of a retired judge of the apex court or the high court.

 

The petitioner, a practicing advocate in MP High Court said that Mohanty is also required to be shifted from the critical and important post of Chief Secretary as was done in the corruption case against Neera Yadav, who was chief secretary of Uttar Pradesh.    

 

"During his tenure as the Managing Director of MPSIDC from 2000-2004, SR Mohanty disbursed loans in violation of the decisions of the state government and contrary to Article of Association of MPSIDC," the plea said.

 

It added that the Comptroller and Auditor General of India (CAG) in its 2003 report had pointed out that MPSIDC which was under Mohanty, illegally disbursed financial assistance without the approval of the state government and contrary to the provisions of Article of Association.

 

Referring to a report of Raghav Chandra, who was a successor to Mohanty in MPSIDC, the plea said that he had pointed out that Mohanty disbursed Rs 91.57 crore to 18 borrowers, of which some were fake companies.

 

The state government then sent a report to the state EOW which on detailed inquiry registered FIR in 2004 against 84 persons including Mohanty for abusing his official position by conniving with private companies and had caused loss to the state government.

   

"Despite serious corruption case pending against SR Mohanty, the newly elected state government, which came back into power after 15 years, appointed him as the chief secretary of the state of Madhya Pradesh on December 31, 2018," it said.

   

It said that before the appointment of Mohanty as chief secretary, the state government had completed the departmental inquiry, pending against him for 11 years, within one week and exonerated him of all charges.

   

"The entire inquiry was a farce and concluded post haste only to exonerate SR Mohanty so that he can be appointed as Chief Secretary," it said, adding that immediately after being appointed Mohanty on January 2, transferred the Madhu Kumar as DG of EOW and replaced him with a new officer.

   

"The state government has decided that through newly appointed director general of EOW, it would withdraw the corruption charges against SR Mohanty pending before the competent court," the plea said.

  

It further said that the state government has also decided to withdraw a case against Mohanty pending in the apex court.

   

"The closure of such a serious corruption case against senior official would also amount to a miscarriage of justice, who abused his official position and caused loss to the state exchequer", it said.

MP CM Kamalnath's transfer menu on Sunday included chief of state's intelligence wing - Sanjay Rana - in 38 days of his posting. Sixteen other senior IPS officers were also transferred.

 

Rana, a 1986 batch IPS officer, was posted as ADG (Intel) only on January 3. He has now been posted as special DG training and Kailash Makwana, an officer of 1988 batch, who was heading CID so far has been posted as intelligence chief.

 

Rajeev Tandon, who was chief of intelligence in BJP regime, has now been sent to CID from railways. This is his second posting in a short time. Similarly, ADG cybercrime Aruna Mohan Rao has been shifted to railways. She has been replaced by Ashok Dohre from state industrial security force (SISF). ADG Anil Kumar will be heading SISF.

 

Others shifted include ADG D Srinivas Rao from EOW to PHQ while IG SAF Raja Babu Singh has been posted as IG Gwalior zone, Chanchal Sekhar IG (Personnel) PHQ to IGP Rewa, Umesh Joga IGP Rewa zone to IGP SAF Jabalpur, Anshuman Yadav IGP Gwalior zone to PHQ Bhopal, Ashok Goyal DIG crime against women, Gwalior to DIG Chambal range, Morena and SS Verma DIG Gwalior to DIG Khargone.

What's he up to is the question being asked in political circles, particularly after his administration invoked the National Security Act against cow slaughterer.

 

At one go, Madhya Pradesh CM Kamal Nath transferred 221 police personnel, comprising 34 Indian Police Service (IPS) and 187 state police service (SPS) officials, across the state.

 

The transfers were announced in two orders issued by the state's Home department on February 08 evening and February 09 morning.


According to the circular, the 187 SPS officers transferred comprise 35 Assistant Superintendent of Police (ASP) and 152 Deputy Superintendent of Police (DSP) rank officials.

 

MR Krishna, a 1985 batch IPS officer, was appointed the chairman of MP Police Housing Corporation, a post earlier held by Rishi Kumar Shukla, who recently took over as CBI director.

 

Ruchi Vardhan Mishra was appointed Indore's Senior Superintendent of Police (SSP), it said.

 

The government also appointed Superintendent of Police (SP) for nine districts comprising Indore (East), Dewas, Katni, Hoshangabad, Datia, Narsinghpur, Dindori, Agar Malwa and Harda.

Kamalnath may retain Barnwal as PS to CM

Indianmandarins reliably learns that in all likelihood Ashok Barnwal (IAS:1991:MP) may be retained as Principal Secretary to Chief Minister of Madhya Pradesh. The newly appointed CM Kamalnath is reported to have been considering him as his PS as well. Though, three names had been doing rounds for the job namely; ICP Keshari (IAS:1988:MP), Malay Shrivastava (IAS:1990:MP) and Manu Srivastava (IAS:1991:MP). 


It may be underlined that Barnwal was appointed PS to the then CM Shivraj Singh Chauhan in August 2016. Earlier, Barnwal served with Kamalnath as PS during his tenure as Union Commerce Minister during UPA-II.

Indianmandarins learns that Kamalnath may consider three senior IAS officers for the job as his Principal Secretary namely; Malay Shrivastava (IAS:1990:MP), I C P Keshari (IAS:1988:MP) and Manu Shrivastava (IAS:1991:MP). These three officers are presently serving in the cadre state of Madhya Pradesh.

 

Kamal Nath is expected to take the oath of office on Monday along with a dozen other ministers. It is believed that the new CM may revamp the entire administration Immediately after taking the oath.
