FY 2019-20: IT Department to ask for a cut of Rs 1 lakh crore

When Prime Minister Narendra Modi is constantly pitching for making India a $5trillion economy, the income-tax department will ask for a cut of at least Rs 1 lakh crore in the target for direct tax collection in 2019-20 because of growth in the segment sliding to 3 per cent as of October 31. This declining growth is largely because of the consumption slowdown and tax rate cuts.

Corporation tax collection, net of refunds, grew by just 0.5 per cent in the first seven months of the financial year, against the year’s expansion target of 15.4 per cent at Rs 7.66 trillion. However personal I-T collection grew by 5 per cent till October.

CBDT: 134 IRS officers empanelled as Commissioner IT, various deferred and several found unfit

The NaMo administration on Thursday announced the empanelment of approx 134 IRS officers to the grade of Commissioner of Income Tax (CIT) in the Indian Revenue Service (Income Tax). Ninety four officers empanelled for the Panel Year 2017-18 and 20 for the Panel Year 2018.

Over 20 officers were also empanelled as CIT though by keeping recommendations of the DPC in ‘sealed covers’. Sixteen junior most officers were promoted on ‘ad hoc’ basis till the ‘sealed cover’ cases would be finalised or until subsequent regular vacancies in the grade would arise whereas the Departmental Promotion Committee (DPC) assessed 04 officers unfit and denied empanelment (against Panel Year 2017-18 and 2018) as CIT.

Three senior officers belonging to Indian Revenue Service (Income Tax) are reported to have quit the service. The Union Govt has reportedly accepted the VRS request of officers namely Ms Suniti Srivastava presently, Principal Commissioner Income Tax, Dehradun, J B Singh presently, Deputy Commissioner of Income Tax, Lucknow and Shivendra Kumar Gupta presently, Additional Commissioner of Income Tax, Hubballi.

There is a murmur in power corridor ever since news broke out about IT notices served on Novel Singhal, former banker turned director of several companies. Though it appears to be a routine exercise but it sought attention of the entire bureaucratic fraternity across service and batch.

 

IT department sought some clarifications from Ms Novel Singhal which is a routine thing but they are being looked upon as gesturing, posturing and messaging for the entire bureaucracy. The message is loud and clear: Either be right or stay upright.

 

Ms Novel is wife of Election Commissioner Ashok Lavasa who once served as Union Finance Secretary and during the 2019 Lok Sabha elections; Lavasa expressed his dissent over implementation of model code of conduct.

Tax ombudsman system abolished

The Union Cabinet has approved a proposal for the abolition of Income-Tax Ombudsman and Indirect Tax Ombudsman as they have not been found more effective than regular existing parallel channels of grievance redressal.

 

The Institution of Income-Tax Ombudsman was created in 2003 to deal with grievances of public related to the settlement of complaints relating to Income Tax. However, the Institution of Ombudsman failed to achieve its objectives. It was observed that the institution of new complaints has in turn fallen to single digits. Also, taxpayers started preferring alternate methods of grievance redressal like CPGRAMS (Centralized Public Grievance Redressal and Monitoring System), AaykarSevaKendras etc. Further, it was also decided in 2011 to close vacant offices of Indirect Tax Ombudsman.

Modi (Retd IRS) gets Washington assignment

Former CBDT Member (Legislation) Arbind Modi appointed Advisor (Fiscal Unit) in the International Monetary Fund (IMF) Washington DC. Modi retired on September 30 this year and within a month NaMo administration gave him Washington assignment.    

 

It may be mentioned that he was, in November 2017, made convenor of the Task Force constituted to review the existing Income Tax Act, 1961 and to draft a new Direct Tax Law.
