Rajasthan: Major IPS reshuffle effected

In view of tightening law and order situation, the Rajasthan government on Friday effected a major reshuffle of the Indian Police Service officers. All 66 senior police officers have reportedly been asked to join with immediate effect.

Ashok Gehlot administration Thursday midnight effected a major bureaucratic rejig comprising 103 officers.

Amidst the rejig, Rajiv Swarup (IAS:1985:RJ) was appointed as the new Chief Secretary of the Government of Rajasthan. Presently, he is serving as Additional Chief Secretary, Home, Home Guards, Jail & Rajasthan State Investigation Bureau and Ex-Officio Chief Vigilance Commissioner and Additional Chief Secretary, Transport Department, Rajasthan, Jaipur.

Madhukar Gupta (IAS:1985:RJ) was posted as ACS and Chief Resident Commissioner in Delhi whereas Rohit Kumar Singh (IAS:1989:RJ), presently ACS,  Health & Family Welfare, was made Additional Chief Secretary Home, Home Guards, Jail & Rajasthan State Investigation Bureau and Ex-Officio Chief Vigilance Commissioner and Additional Chief Secretary, Transport Department, Rajasthan, Jaipur.

The NaMo administration on Tuesday approved Inter-cadre deputation Dr Om Prakash (IAS:2006:AM) from Assam Meghalaya Cadre to Rajasthan Cadre for the period of Two years beyond 20.03.2020 on personal grounds.

Rajasthan reposts 10 IAS officers

The Rajasthan government has transferred 10 IAS officers including the National Health Mission (NHM) director Samit  Sharma who recently courted controversy for alleged irregularities in the recruitment process of community health officers in the state.

 

Sharma was transferred as the commissioner of the labor department. Udaipur Divisional Commissioner Bhawani Singh Detha is appointed the secretary to the local self-government department whereas Agriculture commissioner Vikas Sitaram Bhale is appointed Udaipur divisional commissioner.

Food and civil supplies secretary Mugdha Sinha is transferred to science and technology department. Om Prakash is appointed as commissioner in the agriculture department.

 

Secretary of local self-government department Siddharth Mahajan is appointed as secretary food and civil supplies department while Virendra Singh is appointed as commissioner medical education department.

 

Director of local bodies Pawan Arora is appointed as commissioner of Rajasthan Housing Board. Ujjwal Rathore was appointed as director of the local bodies department. Ngikya Gohain is transferred as joint secretary in the water resources department.

Is Congress top leadership unhappy with Gehlot and his Chief Secretary?

Everyone has his or her own way of looking at Congress’ Lok Sabha debacle in Rajasthan. The Central leadership has already shown a glimpse of its displeasure in CWC meeting held in Delhi after poll results over CM Ashok Gehlot’s lackadaisical handling of the polls and missing out the opportunity.

 

There are sections in the party that believe that Gehlot started his tenure on a bad note by overlooking the need to overhaul administrative structure of the State from top to bottom.

 

The Central leadership has been examining all possible reasons for the abysmal performance of Gehlot Govt. Among other things the continuance of former CM Vasundhara Raje’s confidante Devendra Bhushan Gupta (IAS:1983:RJ) as Chief Secretary has reportedly invited the ire of the top leadership of the Congress.

 

Party higher ups are at a loss and unable to make out as to what constrained Gehlot from overhauling the top structure of executive arms of State machinery. They wonder, how could the CM expect to tone up the administration and ensure delivery of services with the top official from the earlier regime?

 

What is being questioned is also how did it prove beneficial for the Gehlot Govt to include senior retired civil servants, Arvind Mayaram (Retd IAS) and Govind Sharma (Retd IAS), as advisers in the CMO? Political sources cite Punjab as an example which earned big dividends for the Congress in LS Polls by winning 09 out of 13 seats under the leadership CM Captain Amrinder Singh.    

 

If some well placed political sources are to be believed Congress’ Central leadership may gradually escalate pressure on Gehlot to go for administrative reshuffle at senior level in view of the party’s wipe out in the Lok Sabha polls.

Shreya, Pednekar given additional charge in Rajasthan

Rajasthan Government has appointed 2002 batch IAS Ashutosh AT Pednekar as the Secretary, Disaster Management, Relief & Civil Defence. It has also appointed 94 batch IAS Shreya Guha to the additional post of Secretary, Forest and Environment Department. Both of them will, however, continue to discharge their current responsibilities

 

Pednekar currently holds the position of Secretary and Commissioner, Panchayati Raj. Earlier he held the charge of Secretary Higher Education, Commissioner College Education, and Secretary, Medical Education.

 

Shreya currently holds the post of Principal Secretary, Tourism, Arts and Culture Department. Earlier, the charge of Forest and Environment Secretary was held by Additional Chief Secretary Sudarshan Sethi. He will now hold the charge of Mines and Petroleum Department.
