Secretary-level reshuffle effected at Centre: Course correction vs realignment?

Following the minor Secretary-level reshuffle at Centre people in power corridors opine that it appears more of a course correction and realignment than a reshuffle reflecting a sound objective.

Appointment of Rajesh Bhushan (lAS:1987:BH), OSD in MoHFW, as Secretary, Department of Health and Family Welfare is something which was expected. He will succeed Ms Preeti Sudan (lAS:1983:AP) on her superannuation on 31 .07.2020. 

Ram Mohan Mishra (lAS:1987:AM) was appointed as Secretary, Ministry of Women and Child Development vice Ajay Tirkey. Presently, Mishra is working as Secretary, National Commission for Scheduled Castes. Ajay Tirkey (IAS:1987:MP) was laterally shifted to the Department of Land Resources as Secretary vice Ruolkhumlien Buhril (lAS:1984:TN) retiring next week. Appointment in the Department of Land Resources was obviously a routine requirement.   

The appointment of Tirky on a lateral shift basis from the Ministry of Women and Child Development to Land Resources appears more of making avenue for Ram Mohan Mishra who was working on Secretary equivalent level post in the rank and pay of Secretary (GoI).  

Union Mines Secretary Sushil Kumar (lAS:1987:TR) was appointed as Secretary, National Commission for Scheduled Castes (NCST) in the rank and pay of Secretary (GoI) vice Ram Mohan Mishra whereas Coal Secretary Anil Kumar Jain (lAS;1986:MP) was given the additional charge of the post of Secretary, Ministry of Mines.  

It is believed that the lateral shift of Sushil Kumar from Mines to NCST is something unusual yet unsurprising. Looking back, the Ministry of Coal and Mines have seen several abrupt and unpleasant changes at the top. Coal and Mines are tuff turfs and require a tight rope-walk.

Union Health secretary directs state and UTs to ensure timely salary of health workers

Union Health secretary Preeti Sudan has directed all states and union territories to ensure timely payment of salaries to doctors and healthcare workers engaged in treating COVID-19 patients warning action against hospitals and authorities for non-compliance of the order.
The order by Union Health Ministry comes a day after the SC asked the government to issue directions to states for payment of salaries and providing necessary quarantine facilities to doctors and healthcare workers involved in treating COVID-19 patients.
“…it is hereby directed that the states and UT administration should ensure that salaries of doctors and health workers doing COVID-19 related duty shall be released on time,” says the order issued by Union health secretary Preeti Sudan.
The Chief Secretary of states/UTs have been asked to ensure compliance of this order by all concerned, violation of which will be treated as an offense under the Disaster Management Act read with the IPC, and action is taken accordingly against defaulting hospitals/institutions/ authorities.

Protection gear in the form of an ordinance in UP for ‘Corona Warriors’

To protect the frontline ‘Corona Warriors’ from any attack and violence, the UP government has approved an ordinance with stringent penalties including a maximum jail term of seven years and a fine up to Rs 5 lakh on those found guilty of attacking or harassing health workers treating persons infected with Covid-19.

Principal Secretary (Health) Amit Mohan Prasad said that the Uttar Pradesh Public Health and Epidemic Control Ordinance, 2020 allows strict action for attacks and misbehavior against health workers, policemen and sanitation workers. Any act of violence or misbehavior against ‘Corona Warriors’ like medical staff, policemen and sanitation workers can attract a jail term of six months to seven years plus a fine of Rs 50,000 to Rs 5 lakh.

Violent offenses have been made cognizable and non-bailable. Any corona-infected person hiding himself will be liable for one-three years in jail plus a fine of Rs 50,000 to Rs One lakh. Anyone violating quarantine can be punishable for one-three year term plus a fine of Rs 10,000 to Rs 10 lakh and the same punishment would await a corona patient who runs away from the hospital.

If a corona patient travels by public transport, then he would face a jail term of one-three years plus a fine of Rs 50,000 to Rs two lakh and anyone indulging in obscene behavior during medical treatment will face a one-three year jail term and a fine of Rs 50,000 to Rs One lakh. It also has strict provisions for people violating lockdown.

A new body will be created in UP as per this ordinance headed by the CM focusing on controlling the spread of the pandemic. Anyone instigating people against ‘Corona Warriors’ (health workers and cops) will also face a two-five year jail term plus a fine of Rs 50,000 to Rs 2 lakh.
