Haryana transfers 11 IAS officers to new assignments

The Haryana government has transferred 11 IAS officers to new positions with immediate effect in an administrative reshuffle which has been done amid the fight against COVID-19 pandemic.

 

Vikas Gupta (IAS: 2001) has been posted as Director, Micro, Small and Medium Enterprises and Nodal Officer for Monitoring of Budget Announcements 2020-21. Sanjeev Verma (IAS:2004) has been posted as Managing Director, Haryana Seeds Development Corporation. Ravi Prakash Gupta (IAS:2007) has been posted as Director General Swarna Jayanti Haryana Institute for Fiscal Management.

 

Anshaj Singh (IAS:2008) has been posted as Director, Housing for All, Chief Administrator, Housing Board, Special Secretary, Housing Department. Rippudaman Singh Dhillon (IAS:2008), Director Haryana Governance Reforms Authority has been posted as Managing Director CONFED, in addition to his present duties. Shiv Prasad, Special Secretary, Finance Department and Managing Director CONFED has been posted as Deputy Commissioner, Charkhi Dadri.

 

Hema Sharma (IAS:2010) has been posted as Special Secretary, Finance Department, Managing Director, Haryana Backward Classes and Economically Weaker Sections Kalyan Nigam. Shyam Lal Poonia (IAS:2010:Manipur) has been posted as Deputy Commissioner, Sonipat. Narhari Singh Banger has been posted as Deputy Commissioner, Fatehabad.

 

Shaleen (IAS:2012) has been posted as Additional Secretary, Finance Department, Managing Director Haryana Scheduled Castes, Finance and Development Corporation. Dharmender Singh (IAS:2012) has been posted as Deputy Commissioner, Panipat.

Haryana cadre IAS officer resigns citing personal safety

A 35-year-old Rani Nagar (IAS: 2014: Haryana), currently posted as Director, Archives Department, in Haryana government has resigned from the services. She has sent her resignation to state chief secretary, requesting him to forward it to the competent authority in the Union government.

The Haryana cadre officer resigned citing ‘personal safety on government duty’ as the reason for it. Nagar said that she is also sending copies of the resignation letter to the president, prime minister, Haryana governor and the chief minister through e-mail.


The reason for submitting this resignation is personal safety on government duty. I do hereby most humbly submit to you my resignation from the post of Indian Administrative Service with immediate effect, that is effective from May 4, 2020, forenoon,” she writes.

Haryana Govt enacts major administrative changes amid political faceoff

Amid tussle in the political leadership, the Haryana government has made major administrative changes with 23 IAS and two IPS officers getting new assignments. Additional principal secretary to the chief minister V Umashankar (IAS:1993: Haryana) has been shifted from urban local bodies. Additional chief secretary transport SN Roy (IAS:1987: Haryana) replaced Umashankar.
OP Singh (IPS:1992: Haryana) has been appointed as principal secretary, sports and youth affairs. Ajit Balaji Joshi was transferred as director-general, higher education and technical education. Shekhar Vidyarthi was posted as an excise and taxation commissioner.
Chief electoral officer (CEO), Haryana, Anurag Aggarwal (IAS: 1994: Haryana) was posted as managing director, Haryana State Industrial and Infrastructure Development Corporation (HSIIDC). Aggarwal will continue to hold to the charge of CEO. ADC (tours) to the chief minister, Rajneesh Garg, an IPS officer, replaced Gupta as project director, Haryana School Shiksha Pariyojna Parishad.
Dheera Khandelwal has been given the additional charge of women and child development while principal secretary (excise and taxation) Anurag Rastogi has been given additional charge of transport. Vijayendra Kumar has been given additional charge of principal secretary, skill development and industrial training, while Nitin Kumar Yadav was given the additional charge of director general, supplies and disposals.
Pankaj Aggarwal was posted as labour commissioner, Vijay Singh Dahiya as director-general, agriculture, and A Sreenivas as managing director, Haryana Dairy Development Co-operative Federation. Sanjeev Verma was posted as special secretary, finance, Anita Yadav as chief executive officer, Haryana Khadi and Village Industries, and Hardeep Singh as director, environment.
RC Bidhan was appointed as deputy commissioner, Sirsa, and Ashok Kumar Garg as director, consolidation of land holdings and director, rural development. Garima Mittal was given the additional charge of additional chief executive officer, Faridabad Metropolitan Development Authority. Prabhjot Singh was posted as Mission Director, National Health Mission and Virender Kumar Dahiya as additional excise and taxation commissioner

A curious case of IPS Manoj Yadav

An interesting issue has cropped up between the Haryana government and the UPSC even as the latter gets into the acting of shortlisting three officers from a state list of 10 to select a new DGP for the state.


The issue of seniority of IPS officer Manoj Yadav is seen differently by the Haryana government and the UPSC. While the latter believes that Yadav belongs to the 1989 batch as he joined that year, the state government has argued that even though he joined in 1989, Yadav was assigned the cadre in 1988, and has thus completed 30 years of service.


Yadava is currently on central deputation. He is among the 10 IPS officers from Haryana whose names were sent to UPSC.


On January 31, while state government was waiting for a call from UPSC to set time for a meeting of the committee to decide on the panel, it instead got a letter from the service commission. In its communication to Haryana, UPSC had asked the state government to exclude the name of Yadava for the want of completion of 30 years of service. “It is, therefore, requested that his name may be excluded from the list of eligible candidates and a revised eligibility list may be furnished,’’ the communication said.


Unwilling to ignore the possibility of unwanted litigation, the government has responded to UPSC that it Yadava should be considered. The communication sent by the additional chief secretary (ACS) of Haryana’s home department S S Prasad elaborated upon the IPS officer’s service conditions.


“This case is curious enough to be dealt in detail and as a matter of abundant caution, his case must be flagged with an appreciation of facts and circumstances leading to his joining of service a year later along with other 19 officers of the same batch. Such a measure will prompt the possibility of avoidable litigation,’’ the communication made on February 2 reads.


The ACS has also referred to various judgments related to the issue of seniority.

Rani Nagar (IAS) resorted to Facebook claiming sexual harassment

Ms Rani Nagar (IAS:2014:HY) resorted to social media alleging 'sexual harassment' by her senior, an Additional Chief Secretary rank IAS officer under whom she serves as Additional Secretary in the Department of Animal Husbandry. In her Facebook posts, she has narrated a series of attempts of harassment which, she claimed, started after she joined the department in the second week of May 2018. While narrating her story she has claimed that her senior has been threatening her against her habit of putting noting on files. Reportedly, she has complained to the President of India as well. It may be mentioned that earlier, at many occasions, she found herself in troubles and threat to life. Haryana police had, in December 2017, lodged an FIR against an unidentified person on a complaint by her. While serving in Sirsa as SDM Dabwali she had posted a video on Facebook claiming that the police "failed to initiate a prompt action" on her compliant In October 2016, also she had lodged a complaint after an auto driver attempted to abduct her in Ghaziabad during her posting in neighbouring district in Haryana.
