CBIC: 16 officers empanelled for Principal CC & PDG rank posts

The NaMo administration cleared the much awaited empanelment of sixteen IRS officers for holding Principal Chief Commissioner & Principal Director General level (Apex level) posts in Custom and Central Excise in the Indian Revenue Service. Of sixteen seven officers are from 1986 batch (IRS C&CE) and nine are from 1987 batch. They are;

  1. Syed Haider Hasan (IRS C&CE:1986)
  2. Rakesh Kumar Sharma (IRS C&CE:1986)
  3. Kailash Chand Gupta (IRS C&CE:1986)
  4. Sungita Sharma (IRS C&CE:1986)
  5. Reena Arya (IRS C&CE:1986)
  6. Om Prakash Dadhich (IRS C&CE:1986)
  7. Ranjan Kumar Sahoo (IRS C&CE:1986)
  8. Sandeep Kumar (IRS C&CE:1987)
  9. Baruah Sailaja Ray (IRS C&CE:1987)
  10. Jayant Kumar Jha (IRS C&CE:1987)
  11. Himanshu Gupta (IRS C&CE:1987)

Interestingly, Syed Haider Hasan and Kailash Chand Gupta retired in June 2019. Reena Arya, Vasa Sesha Giri Rao and Ranjan Kumar Sahoo will be retiring July, August and November next year respectively.

Among the empanelled ones Sungita Sharma, Baruah Sailaja Ray and Suchitra Sharma will have the longest term as they will be retiring in January, February and July 2023 respectively.

The NaMO administration on Friday cleared the empanelment of Sunil Kumar Garg, Special DG (Civil) was on Friday empanelled to hold DG (Planning) level post in Apex Scale. Further, Puneet Kumar Vats, Special DG (Civil), was empanelled to the Grade of DG (Apex Scale) under the Ministry of Housing & Urban Affairs.

The NaMo administration on Wednesday announced the empanelment of 04 non-IAS officers for holding Secretary/Secretary-equivalent level posts in Govt of India; a rare phenomenon in Indian Bureaucracy. It has been a practice to that only IAS officers are empanelled to hold Secretary level post in Govt of India though officers from other Group A services are also given Apex Scale posts in their own cadres and core areas like Bio-Tech, Space, Legal etc.

Through this notification the NaMo administration appears to have passed on a message loud and clear that in addition to its social-economic perspective Modi Govt is equally keen to live its slogan ‘Sabka-saath, Sabka vikas’ in bureaucracy as well. Else, what would define that NaMo administration's move which on Wednesday empanelled four non-IAS officers to hold Secretary/Secretary-equivalent level posts in Govt of India which is as follows;

  1. Prem Kumar Kataria (IA&AS:1985)
  2. Prashant Kumar (IFS:1985:MP)
  3. Sanjay Kumar Mishra (IRS IT:1984)
  4. Shefali Shah (IRS IT:1985)

Presently, Sanjay Kumar Mishra is heading the Enforcement Directorate; Ms Shah is working as Additional Secretary, Department of Consumer Affairs; Prashant Kumar is Additional Secretary, Rural Development whereas P K Kataria is Additional Secretary, Ministry of Textiles.

P K Kataria, S K Mishra and Prashant Kumar were empanelled for holding Additional Secretary level post 09 November 2018.

The empanelment notification issued today may and may not have immediate implication when several Secretary level posts are lying vacant for weeks and months but for now NaMo administration’s has some message which may be interpreted and analysed again in the days to come.

Simultaneously, it would be worth underlined that long back T S Krishnamurthy became the first Indian Revenue Service officer to become a Secretary to the Government of India as well as the Chief Election Commissioner of India  during February 2004 - May 2005.

The NaMo administration on Wednesday cleared the review empanelment of eight Indian Police Service (IPS) officers belonging to 1997, 1998 and 1999 batch for holding Inspector General (IG)/equivalent level posts at the Centre. The officers empanelled as follows:

AS empanelment of 1992 batch of IAS: Reading between lines

Empanelment of 1992 batch IAS officers announced on last Monday was quite different from previous batches. The notification was issued abruptly as no one apprehended it so early. (CLICK to read complete list)

The list of empanelment left almost everyone awestruck for various reasons. After we published the list first several senior officers told Indianmandarins that initially they apprehended that names on the list could be an speculative one as it was too difficult for them to believe that only 19 IAS officers could make it. It was learnt that a few disappointed aspirants immediately chose to take a break/leave from the office. Though several eligible and deserving officers have started preparing their representation against non-empanelment and many left outs may hope for their chances in review empanelment but their dreams appear to have shattered now. 

Various aspects of empanelment of 1992 batch draw immediate attention and offer a lot to read between the lines:

  1. The 1992 batch, comprising 73 officers, had approximately 48 JS rank officers of which merely 19 could make a cut whereas 1991 batch had 68 JS rank officers of which 31 got empanelled to Additional Secretary (AS) and AS Equivalent.
  2. None of the officers from Andhra Pradesh, Telengana, Rajasthan, Maharashtra, Assam, Meghalaya, Karnataka, Chhattisgarh, Uttarakhand, Odisha and West Bengal could see career prospects to serve as Additional Secretary in Govt of India. 
  3. The empanelment apparently went in favour of officers belonging to Manipur, Kerala, J&K and Madhya Pradesh. Manipur cadre proved to be the luckiest having all three officers empanelled as Additional Secretary proper.
  4. Three states; Gujarat, Himachal Pradesh and Sikkim, did not have representation as there was no allotment of IAS officers to these states from 1992 batch. 
  5. Of 19 (empanelled) officers only four are presently working in Govt of India namely; Mrs Nidhi Khare (Joint Secretary, M/o Environment & Forest & CC), Vineet Joshi (JS, M/o HRD), S C L Das (JS, MHA) and Sanjay Kumar (JS, M/o HRD). Majority (15 nos.) of them are currently serving in their cadre states. S C L Das played key role in Kartarpur Corridor negotiation.
  6. Contrary to the provisions and established norms (i.e. 03 years at Director or JS level post in Govt of India under Central Staffing Scheme) two IAS officers served less than a year under CSS and got empanelled.
  7. Among the empanelled ones two IAS officers having longest residual service worked in private sector (out of Centre/Cadre) for more than three years and joined back service. Reportedly, they served outside the government under certain provisions i.e. Extra ordinary leave (EoL).  
  8. Among those empanelled Sanjeev Kaushik (IAS:1992:KL) will be the last to retire (April 2029) followed by Narendra Bhooshan (March 2029) and Bipul Pathak (February 2029). Further, 08 officers would remain on turf till 2028; Shashi Ranjan Kumar (Dec. 2028), Vineet Joshi (Nov. 2028), Vumlunmang Vualnam (July 2028), Arunish Chawla (July 2028), Shaleen Kabra (July 2028), Neelam Shammi Rao (March 2028), Nidhi Khare (Feb. 2028) and Ashwani Kumar (Jan. 2028).
  9. Three officers have residual service up to 2027, three officers up to 2026 whereas 01 will be retiring in 2025; V L Kantha Rao (Dec. 2027), Anurag Srivastava (June 2027), Dr Rajendra Kumar (Jan. 2027); S C L Das (April 2026), Rakesh Ranjan (Aug. 2026) and K Gopal (Aug 2026), Sanjay Kumar (May 2025). K Ellangovan would be the first among the lot to retire (Jan 2022).

Like it happens after the empanelment of each successive batch this time too several officers on the list cited several upright and competent officers/batchmates whose non-empanelment came as a surprise to them. Several bright officers remained left out which appears to have shattered their dreams; though for time being only.
