Change of Delhi CS ruled out; Mrs Ray faces tough time ahead?

Immediately after the abrupt repatriation of Mrs Reena Ray (IAS:1984:UT), Secretary, Department of School Education under Union HRD Ministry, last week, it was speculated that she may be made Delhi Chief Secretary vice Vijay Kumar Dev (IAS:1987:UT). Indianmandarins explored the prospect with several top officials and it is learnt that MHA might not destabilise the Delhi administration.

It may be underlined that the incumbent Delhi CS, presently holding the additional charge of NDMC chairman as well, had earlier served as Chief Electoral Officer in Delhi. Having well versed with the Delhi affairs, the NaMo administration may not find it much productive to destabilise the Delhi administration ahead of Delhi Assembly elections.

In addition to the reasons for abrupt unceremonious repatriation of Mrs Ray, which Indian Express broke first, there were other factors too which went against her abrupt unceremonious repatriation just 18 months ahead of retirement. If well-placed sources are to be believed differences and bitterness with juniors under her department would have added to her predicament and made her chances bleak to become Delhi’s next CS.

This may not be a heartening news for Delhi Chief Minister Arvind Kejriwal as he would have to work with a man who rarely gels well with the 'street-smart' political masters.


NaMo administration has picked Vijay Dev (IAS:1987:UT) as the new Chief Secretary of Delhi; a post which fell vacant last week following the appointment of Anshu Prakash (IAS:1986:UT) as Additional Secretary, Department of Telecommunications. Presently, Dev is Chief Electoral Officer (CEO) of Delhi.

 

Previously, two names did rounds for the coveted job namely; Naresh Kumar (IAS:1987:UT) and Manoj Kumar Parida (IAS:1986:UT) but, Vijay Dev's name was, on Friday, cleared by the NaMo administration.

 

Dev was holding the charge of Chief Electoral Officer (CEO) of Delhi since July this year. He has served as CEO Delhi between 2012 and 2014 as well. He will take over as the Chief Secretary once the Election Commission relieves him. He has also served as the UT adviser in Chandigarh for around 15 months in 2015-2016. Later, he came back to Delhi as the DG in the Ministry of Skill Development.
