If some well-placed sources are to be believed, the Bhupesh Baghel government in Chhattisgarh may land into trouble. Extensive raids conducted by Income Tax Department in February this year on the residence of Saumya Chaurasia, a 2008 batch PCS officer, may prove to be a prelude to further actions. The I-T Department had conducted raids at over 25 premises; including those of Ajaz Dhebar (Raipur Mayor and Congress leader), former Chief Secretary Vivek Dhand and several contractors, Chartered Accountants, and big businessmen.

It may be mentioned here that Ms Chaurasia who was posted as Deputy Secretary to Chhattisgarh CM Bhupesh Baghel has been considered among a few closest officers to the present dispensation in the state. Reportedly, she is under the surveillance of central agencies.

It is learned that key conversations between senior Congress leaders in Chhattisgarh and New Delhi were intercepted and the said IT raids were supposed to have some links with the intercepted calls.

As it happens in Indian politics across party lines, the ruling party in a state or states are expected to support or fund elections in other states. Chhattisgarh too supposedly extended huge financial assistance during Jharkhand elections. Sources say that central agencies have intercepted some key conversations between senior Congress leaders in Chhattisgarh and New Delhi.

Sources indicate that the Baghel government may get into trouble the same way it happened with Kamal Nath. It may be recalled that on April 07, 2019 in the middle of 2019 Lok Sabha elections, there were massive IT raids at various locations having direct and indirect links with Kamal Nath including his nephew Ratul Puri (CM’s OSD), Praveen Kakkar and a close associate R K Miglani.

It could well be underlined that for the BJP, Madhya Pradesh and Karnataka are accomplished tasks now and BJP Rajya Sabha Member Subramanyam Swami has started instigating the Uddhav government in Maharashtra to untie the knot with Congress-NCP alliance. However, it would not be so easy to destabilize the Congress government in Chhattisgarh which has a brute majority unlike MP, Rajasthan, Karnataka, and Maharashtra.

Following Centre’s denial of extension to the outgoing Chief Secretary Sunil Kumar Kujur (IAS:1986:CG) the State Govt appointed R P Mondal (IAS:1987:CG) as new CS.  Mondal will be taking over from Kujur on his retirement today. Mondal will have a brief tenure of seventeen months as State Chief Secretary.

Raipur issues show cause notice to 13 district collectors

The new Chhattisgarh government has asked to explain 13 of the 27 district collectors for the delay, or being 'inactive', in filing reports on how the Chhattisgarh Lok Seva Guarantee Act has delivered in their respective districts.

 

On the eve of the new year, the chief secretary at the behest of the state CM wrote to all collectors seeking details on the number of applications received under the given Act, the cases resolved, the reason behind the delay in redressing the remaining and the action taken against those (officials) held accountable for not sorting out the issues within the given time-frame.

 

"The 13 collectors have been given 3 days to explain the delay and furnish the details. Such feedback will offer the government how the issues and problems of the citizens are being attended and resolved at block and district levels. The people shouldn't be under compulsion to visit the state secretariat or meet the concerned minister or the chief minister for issues that can be tackled at the district level", a government spokesperson said.

 

The Lok Seva Guarantee Act provides for the delivery of certain public services to citizens by the state government, local bodies, public authorities or agencies within the stipulated time, (30 days) and to fix the liabilities of persons responsible for delivery of such services.

  • D M Awasthy (IPS:1988) was given the additional charge of DG, Economic Offence Wing & ACB. He will continue to serve as DG, Naxal Operations/SIB and MD, Police Housing Corporation Board
  • Sanjay Pillai (IPS:1988) was posted as Special DG, SIB (PHQ)
  • Mukesh Gupta (IPS:1988:CG) was posted as Special DG, PHQ
  • Ashok Juneja (IPS:1989:CG) was made ADG, Police Training, STF/Admin (PHQ)

Under the shadow of the gun, polling started off in 18 constituencies of eight Naxal-affected districts— Bastar, Kanker, Sukma, Bijapur, Dantewada, Narayanpur, Kondagaon, and Rajnandgaon.

 

The elections for the 90 seats of the state is scheduled to be held in two phases. The first phase of polling in 18 constituencies is scheduled for today. The second phase, for the remaining 72 constituencies, will be held on November 20. Naxal outfits have executed over half-a-dozen attacks in the last 15 days to scare away voters from participation in the election.

 

BJP & Congress have been winning almost the same percentage of votes in the last three elections. Congress is behind BJP by only around 0.7% votes. The Satnamis (Dalits) and tribals form the core vote base of the Congress and around 66% of its votes come from this segment. BJP has banked on the upper caste and backward caste votes and gets around 71% of its votes from them.

 

In 2013 Assembly elections BJP had bagged 49 seats and the Congress 39. This time, former CM Ajit Jogi (in alliance with Mayawati’s BSP) is said to be tacitly supporting the BJP. Jogi had an enviable support among Satnamis and his exit from Congress might have harmed the Grand Old Party. Jogi (Janata Congress Chhattisgarh) is said to be soft on BJP and is mainly targeting Congress.
