New Delhi miffed with the way COVID-19 handled in Gujarat; new officers on job

Anything bad happening in Ahmedabad has always had political repercussions nationally forcing central leadership to intervene. Apparently this has been the reason that some quick bureaucratic changes have been effected in Gujarat.
Senior IAS officer Dr Rajiv Kumar Gupta (1986 Batch) has been given the overall responsibility of Ahmedabad to oversee the pandemic containment and management efforts of the Ahmedabad Municipal Corporation. Ahmedabad Municipal Commissioner Vijay Nehra has been sent on a two-week home quarantine after he came in contact with an infected person. He has been replaced by another senior IAS officer Mukesh Kumar (1996 Batch). However, sources said that Nehra has been shunted out for mishandling the pandemic in the city.
One more senior IAS officer Pankaj Kumar (1986 Batch) has been made in-charge to guide the state Health Department in COVID-19 management efforts which actually curtailed powers of Principal Secretary (Health and Family Welfare) Jayanti Ravi, whose performance too was below par as expected by senior leaders in Delhi.
Central leadership is not happy with the way the situation is getting out of hand in Gujarat. Top brass in Delhi and in Gandhinagar are apparently miffed the way Nehra and Ravi handled the pandemic situation. Now Chief Secretary Anil Mukim and K Kailashnathan are likely to prevail upon political bosses in Gujarat to take necessary measures.
Gujarat reported 49 deaths that is the highest single-day fatality in the country. Around 441 cases were reported bringing its numbers to 6,245 with 368 deaths. Ahmedabad has been the worst affected with as many as 39 deaths and 349 cases on May 5.

As Indianmandarins reported first on November 11 (CLICK to read) the Govt of Gujarat announced Anil Gopishankar Mukim (IAS:1985:GJ), the incumbent Union Mines Secretary, as successor to the outgoing Chief Secretary Jagdeep Narayan Singh (IAS:1983:GJ) who is completing his extended tenure as CS tomorrow. Mukim is known for his grip on administration and perceived integrity.

Mukim supersedes Arvind Agrawal (IAS:1984:GJ), Additional Chief Secretary (ACS), Finance Department. Till February 2016, prior to his stint as Union Mines Secretary, Mukim had handled General Administrative Department in Govt of Gujarat. In his early days in service he also served Municipal Commissioner of Ahmedabad. Mukim has had experience of heading the Finance, Revenue, Health & Family Welfare departments of the state government. His experience as Union Mines Secretary brings him an advantage over others. He has service till September next year.

Problem of plenty: Whom to pick as next CS of Gujarat

Gujarat Chief Secretary Jagdip Narayan Singh (IAS:1983:GJ) is completing his extended tenure this month. Contrary to the earlier rumours, the incumbent Union Secretary Guruprasad Mohapatra (IAS:1986:GJ) is unlikely to move back to state as the CS. It may be noted that there is no dearth of eligible claimants for the top job and a plenty appears to have been posing a challenge before the Gujarat government to pick Singh’s successor.

 

If some well-placed sources are to be believed, Union Pharmaceutical Secretary P D Vaghela (IAS:1986:GJ), Union Mines Secretary Anil Gopishankar Mukim (IAS:1985:GJ) and Union Economic Affairs Secretary Atanu Chakraborty (IAS:1985:GJ) too are unlikely to opt repatriation for the CS’ job. In all likelihood the Gujarat government would have to supersede several officers as 1986 batch appears to have advantage over seniors.  

 

With three names from 1986 batch IAS doing round, the Gujarat government may supersede several officers. Among the prospective claimants (all 1986 batch), Pankaj Kumar (ACS, Revenue), Vipul Mittra (ACS, Labour & employment) and Rajiv Gupta (ACS, Forest & Environment) are being seen as the front runner. Pankaj Kumar will be retiring in April next year whereas Rajiv Gupta and Mittra have advantage of having service till May 2022 and July 2023 respectively.  

 

Reportedly, the government will have to supersede many officers if one out of these three is chosen as the next CS. In the case of Pankaj Kumar (IAS:1986:GJ) the government will have to supersede Arvind Agrawal (ACS, Finance) retiring April next year; 1985 batch IAS Punamchand Parmar (ACS, Agriculture) and 1985 batch IAS Mrs Sangeeta Singh (ACS, Home. To consider Mittra’s name, the government will have to supersede all above officers and for Gupta, the government will have to supersede all of his seniors and even his batch mates.

 

Sometimes opulence too brings problems and Central leadership and Gujarat government this time may find it difficult to accommodate its favourites suitably. However, choice and preferences of officers hardly matters for the NaMo-Shah led government be it at Centre or at state.

If some top sources are to be believed Union Mines Secretary, Anil G Mukim (IAS:1985:GJ) may emerge victorious in the race for the coved job in the state as the outgoing Chief Secretary of Gujarat J N Singh (IAS:1983:GJ) is set to complete his extended tenure on November 29. Though several names too are doing rounds for the top job including Arvind Agrawal (IAS:1984:GJ).

The Namo administration on Friday assigned Anil Gopishankar Mukim (IAS 1985:GJ) and Atanu Chakraborty (IAS:1985:GJ) with the additional charge of the post of Secretary, Ministry of Parliamentary Affairs and Secretary, Department of Investment of and Public Asset Management respectively.

Presently Mukim is Secretary, Ministry of Mines and Chakraborty is Secretary, Department of Economic Affairs.

Hindustan Copper signs MoU for FY 2019-20

Hindustan Copper Limited, a Mini Ratna-I CPSE, has signed a Memorandum of Understanding with the Ministry of Mines, Government of India, on Monday, outlining the performance targets  for the financial year 2019-20.

 

The MoU was signed between Anil Gopishankar Mukim (IAS), Secretary, Ministry of Mines, and Santosh Sharma, Chairman and Managing Director, HCL, in presence of Senior Officers of the Ministry.

 

For the financial year 2019-20, target of Copper ore production is 51.5 lakh tonne which is 25% higher than the last year’s achievement of 41.22 lakh tonne. The target of ore production is in line with the HCL’s production ramp-up plan to 200 lakh tonne. The target for revenue from operations has been set at Rs 2000.0 crore and Capex at Rs 600.0 crore to be spent mainly for mine expansion projects of HCL.
