CBDT: Eight candidates interviewed for two Member post

Indianmandarins has reliably learnt that the Department of Revenue on Thursday conducted interview for two vacant posts of Member, Central Board of Direct Taxes (CBDT). Reportedly, ten candidates were shortlisted of which Vishwanath Jha (PCCIT, Kolkata) and Mrs Kavita Jha (PCCIT, Guwahati) did not appear for interview.

It may be underlined that as per previous practices three candidates used to be  shortlisted for one vacant post of Member (1:3) but this time the ratio was 1:5 i.e. five candidates were shortlisted for each vacant post.

Candidates selected would replace Ms Neena Kumar (IRS IT:1982), Member (Administration) and Aditya Vikram (IRS IT:1982), Member (Income Tax and Computerisation) who retired last year.

CoS cleared two names for CBDT Member post

Indianmandarins has reliably learnt that the meeting of Committee of Secretaries (CoS) was held last week to select names for two posts of Member, CBDT.

 

Reportedly, three names were in consideration zone of which two were selected namely; Prabhash  Shankar (IRS IT:1983) and Ms Seema Khorana Patra (IRS IT:1983).

 

If some well placed sources are to be believed Akhauri Abhay Shankar (IRS IT:1983) too was in race but he missed the opportunity for a set of reasons known to the insiders.

 

Reportedly, the ACC may clear the appointments soon to meet Board’s strength. The third post of Member fell vacant yesterday with the retirement of Aditya Vikram (IRS IT:1981), Member- Income Tax & Computerisation.

Three batch-mates become Member CBDT

The NaMo administration extends Diwali gift to three batch­mates belonging to 1982 batch of IRS cadre. Accordingly, Ms Neena Kumar, Akhilesh Ranjan and Prasana Kumar Das were appointed Member, Central Board of Direct Taxes (CBDT).

 

The present composition of the Board is as follows:

  • Chairman CBDT- Sushil Chandra
  • Member, Administration- P C Modi
  • Member, Income Tax & Computerisation)- Aditya Vikram
  • Member, Investigation- Vacant (Addl charge with Sushil Chandra)
  • Member, Legislation- Vacant
  • Member, Audit & Judicial- Vacant (Addl charge with Aditya Bikram)
  • Member, Revenue & Tax Payers Services- Vacant (Additional charge with PC Modi)

 

Following the appointments Ms Neena Kumar, P K Das and Akhilesh Ranjan are expected to take charge of their respective assignments early next week. The Board appears to have gained strength but a Member post would still remain vacant.

The race has started for four crucial positions of CBDT. Indianmandarins has reliably learnt that as many as 15 applications were received for the post of Member in Central Board of Direct Taxes (CBDT). Of fifteen, two lucky applicants are now out of the consideration zone.


These posts were advertised on July 04 with August 03 as last date for submission of applications. Though notification (dated 04 July) did not mention the number of vacancies but the government is expected to fill four posts of member.    

 

There is an interesting perspective as well. Presuming that the previous panel (FY 2017-18) was scrapped, P C Modi (IRS:1981) and Aditya Vikram (IRS:1982) did not take risk and chose to apply for the post. Modi had been appointed earlier whereas Aditya Vikram reportedly submitted application on last date i.e. August 03. But Modi and Aditya Vikram were considered by the ACC on August 06 and both were appointed as Member in CBDT. The induction of these two led to the ouster of two applicants from the race leaving only 13 in the fray for four positions of Member in CBDT.

PC Modi & Aditya Vikram appointed Member in CBDT: An inside story

The Govt, on Monday, cleared the appointments of Aditya Vikram (IRS:1982) and Pramod Chandra Modi (IRS:1981) to the post of Member, CBDT w.e.f. 01 February 2018 and 01 March 2018 respectively. The appointments will give a cushion to the country’s top tax administration body, though for a while.

 

It may be mentioned that the posts of Member (Investigation) and Member (IT and Computerisation) fell vacant in February whereas the posts of Member (Revenue and Taxpayers Service) and Member (Administration) fell vacant on June 30 and July 31. Further, two members, Ms Shabri Bhattashali (Member, Audit and Judicial) and Arbind Modi (Member- Legislation), are set to retire in a couple of weeks. It means that the virtual strength of the board was about to collapse which had put the Govt under pressure to plug the gap as soon as possible. 

 

What needs to be underlined here that the Govt would still be on a look out for four posts of member for the panel year 2018-19. After the deadline (03 Aug) for submission of applications the Govt is said to have been on job to fill the vacancies but a question still haunts the power corridors that if Aditya Vikram’s & P C Modi’s appointments are effective since 01 February and 01 March 2018 then what was need for the inordinate delay in clearing the crucial appointments.

 

In addition to these appointments there is an interesting angle also. Following these appointments people in power corridors started murmuring that it exposed the rumour by a news website which reported that the Govt scrapped the (previous) panel for the member CBDT. 

 

Following the two appointments (announced on Monday) those in the know of the affairs say that the guesswork of the news website would have emanated after the Govt, had on July 04, advertised the posts without giving any clue about the number of vacancies. It is said that following the advertisement the guesswork-masters would have jumped to the conclusion, without fearing of being exposed, that the previous panel was scrapped. Some senior IT officials observed that had the previous panel been scrapped appointment of Aditya Vikram and P C Modi would not have been made effective from February 01 and March 01 respectively.
