But senior officials point out that the NaMo administration may not be inclined to follow in the footsteps of the MP government which has turned jittery following its losses in recent by-elections and is pulling out all the stops to win the forthcoming assembly elections. It is contended that the central NDA government may not be facing the challenges to dominance despite the opposition trying to make what late Indira Gandhi famously called 'khichri'. Further, it is stressed that the Modi-Shah team always targets the youth for votes; and such a move - of raising the retirement ceiling - may dent its image and hence not good enough to constitute a 'reasonable risk'. It is also pointed out that the Modi-Shah team always work on an out-of-box strategic calculation for maximizing votes and reducing losses. As part of their style, they don't target micro-level segmented and fragmented vote bank. So it is highly improbable that they may target central Govt employees for votes. It is pointed out that as the Gujarat CM, NaMo was the last among the CMs to implement VAT. He was also the last one to implement 07th Central Pay Commission and raise the retirement age of state govt employees from 58 yrs to 60 yrs. If these clues are worthy at all, one's expectation of the rise in retirement ceiling of central government employees can't but be a pipe dream.
