Indianmandarins has reliably learnt that Balwinder Singh Bhullar's (IAS:1986:UP) name has been doing the rounds for the post of DG, Directorate General of Civil Aviation (DGCA). And there are clear indications that the PMO is waiting for AS empanelment of 1986 batch IAS officers to appoint Bhullar to the post.
The whisper has two important aspects: first, incumbent DG (DGCA) M Sathiyawathy (IAS:1982:UT) is waiting in the wings to get a Secretary post in the Govt of India, and secondly, Bhullar (JS, MoCA), too, is waiting in the wings for Additional Secretary empanelment (GoI).
It is noteworthy that the Modi administration assigned Ms Sathiyawathy to the critically important post of DGCA Chief in September 2015 which was a clear sign that she was in the good books of the regime. Further, she has been put on wait for a Secretary post simply because her prospective successor is yet to get an Additional Secretary rank in GoI.
Bhullar was appointed JS, Ministry of Civil Aviation in November 2014 and further functioned as CMD, Pawan Hans Limited and in a way contributed to turn it into a profit making PSU as well.
