State IPS officers don't seem to be pacified by an office memo issued in the beginning of the week by the state home department stating the roles of the DMs and SSPs were well laid out in the Police Regulations and the government has no intention to modify them. In a letter to the state government, the association termed the order demoralizing to the cadre and stressed it be rescinded immediately. Three days back, the association held an emergency meeting to pass a resolution seeking government's clarification on the order issued by CS Rajive Kumar. (IAS:1981:UP) The letter addressed to the chief secretary was also forwarded to principal secretary home and DGP. IPS officers present at the association meeting were said to have been extremely worked up over they considered the IAS lobby's bid to encroach on their policing powers and the general refrain was to settle the matter once for all. The IPS officers are also miffed over the way DGP Sulkhan Singh's letter of November 9 opposing the chief secretary's move (made on September 7) remained buried for over a month. "The government order is of September 7 and the DGP sent his letter, raising concern about how it would demoralize the IPS cadre and police force, on November 9. Why did the government take so long to react and clarify its position? Had there not been media reports, it could have been consigned to the dustbin," said association members.
