Documents accessed by Indianmandarins indicate that during Singh's tenure, profit before tax slid to Rs 68 crore for 2012-13 and in 2013-14 it slumped to Rs 16 crore. The documents suggest there has been offloading of jobs due to poor performance in sites all over the country. The major reason for poor performance in the last 10 months is due to mass transfers at the level of AGM, DGM, GM and CGM. There was also a crisis of fund flows. These created legal hassles as many contractors filed legal notices and stopped working. Huge legal expenses were occurred during his tenure due to mismanagement. There were also delays in statutory payment such as service tax, income tax, provident fund among others,' the documents point out. In addition, he messed up the company's reputation by indulging in sexual harassment of his women colleagues. The irony is that the UPA's department of heavy industry (DHI) had recommended the appointment of Singh from the post of director (project management) of the company to the CMD post even after the company's internal complaints committee for prevention of sexual harassment had prime facie found him guilty. Even a complaint in this regard made by the then chairperson of National Commission For Women, Mamta Sharma, to the minister for heavy industries Praful Patel went unheeded.
