Katikithala Srinivas (IAS:1989:GJ) on June 1 took over as the new Establishment Officer, DoPT and Secretary to the Appointment Committee of the Cabinet (ACC) headed by the Prime Minister. Prior to this Srinivas was working as Additional Secretary in the DoPT itself. He has replaced P K Tripathi (IAS:1987:JK) who takes over as Union Steel Secretary today.

Srinivas is considered to be among the trusted officers of the PM so much so that when Narendra Modi moved to New Delhi as the PM of the country, he handed over his ambitious project of ‘Statue of Unity’ to him. During his stint in cadre state of Gujarat, he also headed the General Administration Department (GAD).

The post of EO is considered to be the most powerful in the Government of India at the level Additional Secretary as the office of EO is considered as the ‘Gateway to the ACC’.

It may be mentioned here that as Secretary to the ACC the Establishment Officer (EO) handles all senior appointments under the Government of India requiring the approval of the ACC. EO also handles the policy on regulation of tenure of officers serving at the Centre, Inter-cadre deputation/transfers of All India Service officers, the appointment of Central Observers of Election to Lok Sabha/Assembly elections, maintenance of ACRs and APRs of IAS officers, empanelment of IAS/IFS/IPS officers for holding Joint Secretary or equivalent posts at Centre. In addition, EO also handles the cadre clearance to AIS officers for taking up foreign assignments and matters relating to career management and foreign assignment.
