After the Gujarat government granted ACS rank to three IAS officers belonging to 1989 batch last week, Uttar Pradesh cadre IAS officers belonging to 1988, 1989 find themselves in a fix. They feel deprived of their dues. Not only in terms of promotion in their parent cadre but also in terms of opportunities to work in the Govt of India, which is considered crucial career progression as Joint Secretary, Additional Secretary and Secretary. Ironically, in several cadres ACS promotions is cleared till 1990 batch and in some cadres ACS promotions are accomplished even till 1992.

While, the NaMo administration is gradually reducing IAS officers being empanelled for holding Joint Secretary and Additional Secretary posts, It has exhibited enhanced appetite for opening up huge avenues for non-IAS officers at JS and AS level posts.

On the other hand, the Yogi government has shown inhibitions in relieving its IAS officers  for central deputation. It may be mentioned that 1986 and 1987 batch of IAS officers were given promotions from the rank of Principal Secretary to Additional Chief Secretary and after completing 30 years of service 1988 and 1989 batches are due for promotion but it is still awaited.

After the Gujarat Govt cleared decks for 1989 batch officers their batchmates in UP are under dilemma as neither are they able to see prospect of promotion to ACS rank nor hopeful for central deputation due to the Yogi Govt’s low appetite for NoC.

Reportedly, the Yogi government finds it little difficult due to the prescribed limit of posts in ACS rank. But cadre officers are unable to understand what stops the Yogi Govt to allow its officers for central deputation.
