DHFL-PF Scam: Agrawal in the eye of storm, out of race from UP CS post

After the Uttar Pradesh Economic Offence Wing, in its initial investigations, found his suspicious role into the EPF scam Union Agriculture Cooperation and Farmers Welfare Secretary Sanjay Agarwal (IAS:1984:UP) proceeded on leave. Further, the NaMo administration on Thursday assigned the additional charge of Agriculture to Rural Development Secretary Amarjit Sinha (IAS:1983:BH).

Earlier, it was believed that Agarwal, in addition to Union Urban Development Secretary D S Mishra (IAS:1984:UP), was in race for UP Chief Secretary post. Reportedly, Agarwal is out of race as he may be chargesheeted now whereas D S Mishra remains the alone claimant of CS. Those in the know of the affairs say that in the new scenario the Yogi Govt may draft R K Tiwari (IAS:1985:UP) as full-fledged Chief Secretary of UP. Tiwari has been in the additional charge of CS since September 01, 2019.   

It may be underlined that Agarwal was among five officials who took the decision to invest a portion of the PF in the stressed Dewan Housing and Finance Limited (DHFL). He was the Chairman of the UP Power Employees Trust (UPPET) and the Uttar Pradesh Power Corporation Limited (UPPCL) during the period 2013-2017.

EOW has already arrested three of the five officials present at the meeting on March 22, 2017 – just three days after the Yogi Adityanath-led BJP formed the government in UP. It may be underlined that a few days before the meeting, Rs 18 crore was transferred to DHFL. UPPET invested Rs 2,631 crore in DHFL, which has been investigated for alleged links with mafia don Dawood Ibrahim.

The Uttar Pradesh government has scrapped 93 posts of finance and accounts department sighting the reason of austerity measure. Most of these posts were from DRDA, forest department and poverty alleviation. These measures will save lots of money as the government claims.

After DRDA officials getting accommodated in the rural development department, it was deemed to be a dead department. Similarly other positions were burden on the state government exchequer so the government decided to do away with them.

Many happily point out that what has happened to Amrapali Group now couldn't have happened during the SP or BSP regimes that were seen the hand in glove with builders.


Thousands of home buyers heaved a sigh of relief on Tuesday when a Supreme Court bench canceled the registration of the Amrapali group and assigned to public sector National Buildings Construction Corporation (NBCC) the task to complete all the Group's pending projects. For the first time in years, buyers were hopeful that their investment might be recovered now.


The court canceled the group's registration under the Real Estate Regulatory Authority Act. It reasoned that the home buyers' money was diverted in violation of the Foreign Exchange Management Act (FEMA) and foreign direct investment (FDI) norms.


On Tuesday, the bench of Justices Arun Mishra and U U Lalit also canceled the leases of Amrapali's properties granted by the Noida and Greater Noida authorities and directed the Enforcement Directorate to investigate into the cases of alleged money laundering by CMD Anil Sharma and other directors and senior officials of the group.


It appointed senior advocate R Venkataramani as the court receiver and vested into him all rights of Amrapali properties following the lease cancellation.


The apex court also authorized Venkataramani to enter into any tri-party agreement for sale of the group's properties to recover dues.


The court observed that the Noida and Greater Noida authorities colluded with the realty group in allowing diversion of the home buyers' money and not acting in accordance with the law.

It stressed that Noida and Greater Noida have no right to sell the properties of the Amrapali group to recover their dues.


Relieving over 42,000 home buyers of their anxiety and worries, the court directed Noida and Greater Noida to give completion certificates to flat buyers already residing in various projects of the group.


It also directed the Centre and the state governments to take appropriate action against the builders who have not delivered the group projects on time.

UP SIT nails three personal secretaries of ministers

On the basis of the findings of a Special Investigation Team (SIT) set up by CM Yogi Adityanath, the personal secretaries of three UP ministers were sent to jail on late Saturday night after they were booked for corruption and bribery.

 

Confirming the action, ADG, Lucknow zone, Rajeev Krishna (IPS:1991:UP), who was heading the SIT, claimed that all the three --OP Kashyap, Ram Niwas Tripathi and Santosh Awasthi attached to cabinet minister OP Rajbhar, mining minister Archana Pandey and deputy education minister Sandeep Singh (grandson of former CM Kalyan Singh who is currently Rajasthan governor) respectively -- were booked under Section 7 of Prevention of Corruption Act. “They were sent to jail after the charges against them were found to be true in our probe,” said the ADG.

 

The action taken against them was based on the CCTV footage evidence where the three are seen seeking bribe in lieu of certain favors during a sting operation conducted by a Hindi news channel in December 2016.

Yogi Govt releases 1st instalment for land acquisition for Jewar Airport

The Uttar Pradesh government finally kicked off the process of construction of the Jewar airport by releasing its first instalment of Rs 250 crore to begin the land acquisition process for the ambitious project. The greenfield project for establishing the second international airport in the NCR region seeks to lessen air traffic load on the Indira Gandhi International Airport in New Delhi. The civil aviation secretary Surya Pal Gangwar issued a government order on October 20, stating that the funds were released following the issuance of the land acquisition notification. According to the notification, the Yogi Adityanath government released 10% of the total land acquisition cost.

 

The greenfield airport proposed to be built at an estimated cost of Rs 15,000 crore to Rs 20,000 crore, will require a total of 5,000 hectares of land. However, 1,334 hectares of land is required to build the first phase of the airport. Brajesh Narain Singh, District Magistrate (DM) of the Gautam Budh district, said that near about 1,239 hectares of land, belonging to the farmers, will be acquired from six villages including Rohi, Dayanatpur, Parohi, Kishorepur, Ranhera and Banwari Baans along the Yamuna Expressway. The farmers owning the land in the region would be provided with their share of compensation. The remaining 95 hectares required for the first phase of the project already belonged to the government.

Prasad was appointed to the post on August 31, 2015 for a period ending 31 Aug 2020. But it is learnt tthat subject to Centre’s concurrence he may be repatriated pre-maturely.
