Gangs of Bikru, Kanpur Police and the callous social media?

It appeared more of a surrender than an arrest.  Finally, the gangster of Kanpur Vikas Dubey was shot dead in a police encounter while on the way back from MP to UP. Vikas Dubey’s own scripted plot on Thursday morning unfolded amid high decibel drama. As a mastermind, he had cleverly designed his safety against the third-degree treatment of UP Police. He exposed himself opulently in the CCTV cameras and public eyes at Mahakaal premises. It was his miscalculation and the law of justice both. Rest will unfold with the police investigation and judicial proceedings but it raised numerous questions on the competence and credence of senior several senior IPS officers.

The Yogi government took little time to exhibit zero tolerance towards criminals by bulldozing the gangster's property and freezing bank accounts but it was not enough to cover up ironies of Kanpur police and criminal nexus.

Social media mocked the entire episode by trolling few officers ADG J N Singh, IPS Mohit Agrawal and many others who served in successive tenures in Kanpur region. Comments on FB and twitter also reminded that the prime accused of over 60 criminal cases continued to flex muscle which culminated into the barbaric attack on the policemen.

The attack claiming lives of eight policemen at Bikru village In Kanpur also reminds us of the professionalism of UP Police and senior IPS officers Ajayraj Sharma and Arun Kumar (currently DG RPF) and their team which neutralized the biggest don of his time Shriprakash Shukla on 22 September 1998. The rise and fall of gangster Vikas Dubey deny giving a safe passage to the top cops who served in Kanpur in the last five years. And why not. With several exceptions, many of the top cops failed miserably to draw a parallel to Ajayraj Sharma and Arun Kumar. Police officers in Kanpur could have pre-empted the barbaric tale of Bikru rather than paying price. The mocking of UP Police by social media may not be fair but it was not short of facts and out of context.

It could be UP Poice’s bigger victory had it neutralized Vikas Dubey with the same willpower and professionalism the UP Police eliminated Shriprakash in 1998.

UP government announces three days lockdown

The Uttar Pradesh government has announced lockdown for three days in view of surge in COVID-19 cases, which will come into force from 10 pm tomorrow till 5 am on July 13.
State Principal Secretary (Health) Amit Mohan Prasad said, “All offices, markets and commercial establishments will remain closed. However, essential services will be allowed. Trains will continue to operate.” Uttar Pradesh reported 1,248 new COVID-19 positive cases in the last 24 hours.
Prasad said, “In the last 24 hours, 1,248 new COVID-19 positive cases have been reported in the state. There are 10,373 active cases, 21,127 discharged so far and 862 patients have succumbed to the infection.”
“A total of 32,826 samples were tested yesterday. 10,36,106 samples have been tested in the state so far,” he added.

Senior IAS officers asked to camp in three worst-affected UP districts

UP CM is not only asking health workers to camp in the worst-affected areas from COVID-19 but senior bureaucrats as well. Yogi Adityanath has asked high-level medical teams and senior bureaucrats to camp in Agra, Meerut and Kanpur for Covid-19 containment.

 

A directive in this regard has been issued by the CMat a review meeting with chairpersons of 11 committees set up for Covid-19 management. Senior bureaucrats have been asked to go in these three districts. Infrastructure and industrial development commissioner Alok Kumar (IAS:1988:UP) and principal secretary, medical education, Rajneesh Dubey (IAS:1988:UP) have been asked to camp in Agra with a senior police officer.

 

Principal secretary, irrigation, T Venkatesh (IAS:1988:UP) with senior police and medical officials will be camping in Meerut. Details of the officials to be sent to Kanpur are awaited but they too are going to be senior IAS officers assisted by police officers and the medical teams.

Yogi invokes NSA against 6 Jamaat members for misbehaving in hospital

Uttar Pradesh CM Adityanath on Friday invoked the National Security Act (NSA) against six Tablighi Jamaat members for allegedly misbehaving with staff at MMG District Hospital. They are being quarantined at the hospital after having tested positive for the COVID-19.

While invoking NSA Yogi Adityanath said “An incident like Indore wherein the doctors were attacked should not be seen anywhere in the state. For this, we will take whatever action is required by law,”.

In Uttar Pradesh, on April 03, the ally of COVID-19 cases soared to 172 Uttar Pradesh's on 3 April. Of 46 new cases 40 had attended the Tablighi Jamaat meeting in Delhi.

UP government decides not to defer salary of its employees

Contrary to the decision of the Andhra Pradesh, Odisha, Rajasthan and Telangana governments announcing deferment of payment of full salaries, the UP government has decided against deferring or cutting salaries of its employees amid the coronavirus lockdown and its impact on state resources.

CM Yogi Adityanath has made it clear that the condition of the state’s economy is good enough and it would deal with the challenge posed by the pandemic. There would be no cut or deferment in the salaries of state government employees.
The CM is of the view that when he has asked private agencies to pay full salary to their employees in this hour of crisis, it is the responsibility of the state government to pay its employees as well.

Does government want CAA protest with women at forefront to continue?

Delhi riots have religated Shaheen Bagh protest as far as catching media eyeballs are concerned but the government not interfering peaceful protesting women of the Muslim community even in Uttar Pradesh where the protest was dealt with iron hands for certain reason. If sources are to be believed the government is following suggestion of an Islamic scholar who hates to be called himself a Muslim leader.

He has been of the view that radical Muslims have not been allowing their women to step out their homes but in the name of CAA, they have not only allowed them to sit in but allowing them to be part of till late night. This is going to embolden women and empower some of them as the leader. Muslim women who failed to assert all these years will speak their minds in their personal matters when need be with the new experienced freedom. So it is advised that let them remain at Shaheen Bagh and other places.

The government feels that this incidence will ultimately change them and they will gradually challenge male dominance in the household. Except such person who have some political commitment they are definitely going to realise what did they achieve out of it and outside world is full of free air than they have been living in so far. Muslim leadership close to the government especially women are trying to reach out such women. So what Shah Bano incidence had failed to do to Muslims, CAA protest is doing to them unknowingly.

Senior IAS officers under Yogi Govt in a fix?

After the Gujarat government granted ACS rank to three IAS officers belonging to 1989 batch last week, Uttar Pradesh cadre IAS officers belonging to 1988, 1989 find themselves in a fix. They feel deprived of their dues. Not only in terms of promotion in their parent cadre but also in terms of opportunities to work in the Govt of India, which is considered crucial career progression as Joint Secretary, Additional Secretary and Secretary. Ironically, in several cadres ACS promotions is cleared till 1990 batch and in some cadres ACS promotions are accomplished even till 1992.

While, the NaMo administration is gradually reducing IAS officers being empanelled for holding Joint Secretary and Additional Secretary posts, It has exhibited enhanced appetite for opening up huge avenues for non-IAS officers at JS and AS level posts.

On the other hand, the Yogi government has shown inhibitions in relieving its IAS officers  for central deputation. It may be mentioned that 1986 and 1987 batch of IAS officers were given promotions from the rank of Principal Secretary to Additional Chief Secretary and after completing 30 years of service 1988 and 1989 batches are due for promotion but it is still awaited.

After the Gujarat Govt cleared decks for 1989 batch officers their batchmates in UP are under dilemma as neither are they able to see prospect of promotion to ACS rank nor hopeful for central deputation due to the Yogi Govt’s low appetite for NoC.

Reportedly, the Yogi government finds it little difficult due to the prescribed limit of posts in ACS rank. But cadre officers are unable to understand what stops the Yogi Govt to allow its officers for central deputation.

Ad-hocism at top invites criticism: UP administration creates history

Over six months have passed since the brute majority Uttar Pradesh government has failed to get a regular Chief Secretary; a rank and post that plays key role in the administrative framework of any state. For the last few months it has been drawing criticisms in the power corridors of Delhi for its indecisiveness. Sometimes it is termed as a ‘strong government with weak administration’ and sometimes as ‘weak government with strong mandate’. It might be a coincidence that Hitesh Chandra Awasthy too is holding the additional charge of DGP post for want of UPSC’s consent on the panel.

There are several theories doing round that explain the reasons behind this uncertainty in UP administration. Probably any other Govt would have ensured clarity at the top ahead of crucial ‘Ayodhya verdict’ but that too passed; though smoothly. And this is something which is often cited as Yogi Adityanath Govt's strength and endurance. 

Agriculture Production Commissioner R K Tiwari (IAS:1985:UP) was on September 01, 2019 given additional charge of Chief Secretary. It is for the first time in the history of UP when a key position like CS is being run under an ad-hoc arrangement for more than six months. Even previous coalition state governments in UP ensured clarity at the top echelons of the administrative machinery.

Interestingly, UP does not have any dearth of officers at senior level having the qualification to become full-fledged Chief Secretary. If integrity has been an issue R K Tiwari too is considered among the best lot of officers. Further, it is said that in a state where social equations matter a lot, the Yogi Govt might be in dilemma while drafting Brahmins both as CS and DGP.

Until August-September last year names of Union Urban Affairs Secretary D S Mishra (IAS:1984:UP) and Union Agriculture Secretary Sanjay Agarwal (IAS:1984:UP) did rounds.

Amid delays in announcing regular CS initially, it was assumed that it might be the reflection of a stand-off between the Centre and the State Govt over the choice of a particular officer. But with the passage of time this theory fell flat.

Further, it is said that the Yogi government is inclined to draft Avanish Kumar Awasthy (IAS:1987:UP) as Chief Secretary but superseding over a half dozen senior IAS officers in the state would be a little difficult at this point of time.

There are a few who also believe that an ad-hoc arrangements often suit to a powerful establishment. Whatever be the reason behind this apparently perpetual arrangement it is being keenly watched as till how long the top job hangs in balance.
