Trainee IAS officer provides study material to children amid COVID-19

In a humane gesture, a trainee IAS officer is providing study material to nearly 12,000 children who cannot afford online education during the COVID-19 crisis. Suraj Patel posted in Bahraich district in UP is helping children studying in classes 3 to 5 in Chitaura development block to keep their education going. 

All schools across the country remain shut due to the COVID-19 pandemic, online classes have become the new normal but lack of digital connectivity among some students remains a challenge.

Basic Education Officer, Bahraich, Dinesh Yadav said that Patel is providing study material to students through Basic Education Department. Patel approached the department to provide printed education material to children who do not have laptops or smartphones.

If proved to be successful, the project will be replicated in other blocks as well. As many as 12,000 children are being provided printed question papers of Mathematics and other subjects. The study material also has questions to test the practical knowledge of the children.

District Magistrate, Bahraich, Shambhu Kumar praised Patel’s efforts, and said that this will go a long way in laying a strong foundation for the children.

Mahesh Kumar Gupta (IAS:1987:UP) has been made new additional chief secretary to Governor. Hemant Rao (IAS:1987:UP) has been made additional chief secretary backward class, divyang and secretariate administration, Ravindra Singh (IAS:2014: Manipur) got his cadre changed from Manipur to UP and was made chief of Yamuna Expressway Industrial Development Authority (YEIDA), Ajay Kumar Singh (IAS:1998:UP) has been appointed as special secretary national integration department, Santosh Kumar Rai (IAS:2005:UP) secretary, general administration, Abhay Singh (IAS:2007:UP) has been made chief of UP reorganization division, Vivek (IAS:2009:UP) has made chief of the department of planning and Pawan Kumar (IAS:2008:UP) special secretary language department. Prashant Sharma (IAS:2012:UP) has also been given a new assignment.

The Yogi government on May 26 effected a major reshuffle of IPS officers wherein 10 IPS officers were given new assignments. The list goes like this:

  2. Mrs Laxmi Singh (IPS:2000:UP) has been posted as IG, Lucknow range

Senior IAS officers asked to camp in three worst-affected UP districts

UP CM is not only asking health workers to camp in the worst-affected areas from COVID-19 but senior bureaucrats as well. Yogi Adityanath has asked high-level medical teams and senior bureaucrats to camp in Agra, Meerut and Kanpur for Covid-19 containment.

 

A directive in this regard has been issued by the CMat a review meeting with chairpersons of 11 committees set up for Covid-19 management. Senior bureaucrats have been asked to go in these three districts. Infrastructure and industrial development commissioner Alok Kumar (IAS:1988:UP) and principal secretary, medical education, Rajneesh Dubey (IAS:1988:UP) have been asked to camp in Agra with a senior police officer.

 

Principal secretary, irrigation, T Venkatesh (IAS:1988:UP) with senior police and medical officials will be camping in Meerut. Details of the officials to be sent to Kanpur are awaited but they too are going to be senior IAS officers assisted by police officers and the medical teams.

Senior IAS officers under Yogi Govt in a fix?

After the Gujarat government granted ACS rank to three IAS officers belonging to 1989 batch last week, Uttar Pradesh cadre IAS officers belonging to 1988, 1989 find themselves in a fix. They feel deprived of their dues. Not only in terms of promotion in their parent cadre but also in terms of opportunities to work in the Govt of India, which is considered crucial career progression as Joint Secretary, Additional Secretary and Secretary. Ironically, in several cadres ACS promotions is cleared till 1990 batch and in some cadres ACS promotions are accomplished even till 1992.

While, the NaMo administration is gradually reducing IAS officers being empanelled for holding Joint Secretary and Additional Secretary posts, It has exhibited enhanced appetite for opening up huge avenues for non-IAS officers at JS and AS level posts.

On the other hand, the Yogi government has shown inhibitions in relieving its IAS officers  for central deputation. It may be mentioned that 1986 and 1987 batch of IAS officers were given promotions from the rank of Principal Secretary to Additional Chief Secretary and after completing 30 years of service 1988 and 1989 batches are due for promotion but it is still awaited.

After the Gujarat Govt cleared decks for 1989 batch officers their batchmates in UP are under dilemma as neither are they able to see prospect of promotion to ACS rank nor hopeful for central deputation due to the Yogi Govt’s low appetite for NoC.

Reportedly, the Yogi government finds it little difficult due to the prescribed limit of posts in ACS rank. But cadre officers are unable to understand what stops the Yogi Govt to allow its officers for central deputation.

Ad-hocism at top invites criticism: UP administration creates history

Over six months have passed since the brute majority Uttar Pradesh government has failed to get a regular Chief Secretary; a rank and post that plays key role in the administrative framework of any state. For the last few months it has been drawing criticisms in the power corridors of Delhi for its indecisiveness. Sometimes it is termed as a ‘strong government with weak administration’ and sometimes as ‘weak government with strong mandate’. It might be a coincidence that Hitesh Chandra Awasthy too is holding the additional charge of DGP post for want of UPSC’s consent on the panel.

There are several theories doing round that explain the reasons behind this uncertainty in UP administration. Probably any other Govt would have ensured clarity at the top ahead of crucial ‘Ayodhya verdict’ but that too passed; though smoothly. And this is something which is often cited as Yogi Adityanath Govt's strength and endurance. 

Agriculture Production Commissioner R K Tiwari (IAS:1985:UP) was on September 01, 2019 given additional charge of Chief Secretary. It is for the first time in the history of UP when a key position like CS is being run under an ad-hoc arrangement for more than six months. Even previous coalition state governments in UP ensured clarity at the top echelons of the administrative machinery.

Interestingly, UP does not have any dearth of officers at senior level having the qualification to become full-fledged Chief Secretary. If integrity has been an issue R K Tiwari too is considered among the best lot of officers. Further, it is said that in a state where social equations matter a lot, the Yogi Govt might be in dilemma while drafting Brahmins both as CS and DGP.

Until August-September last year names of Union Urban Affairs Secretary D S Mishra (IAS:1984:UP) and Union Agriculture Secretary Sanjay Agarwal (IAS:1984:UP) did rounds.

Amid delays in announcing regular CS initially, it was assumed that it might be the reflection of a stand-off between the Centre and the State Govt over the choice of a particular officer. But with the passage of time this theory fell flat.

Further, it is said that the Yogi government is inclined to draft Avanish Kumar Awasthy (IAS:1987:UP) as Chief Secretary but superseding over a half dozen senior IAS officers in the state would be a little difficult at this point of time.

There are a few who also believe that an ad-hoc arrangements often suit to a powerful establishment. Whatever be the reason behind this apparently perpetual arrangement it is being keenly watched as till how long the top job hangs in balance.

Following the retirement of O P Singh (IPS:1983:UP) the Yogi Government gave the additional charge of DGP to Hitesh Chandra Awasthi (IPS:1985:UP). Presently, Awasthi is working in cadre state as DG, Vigilance. Reportedly, one the state govt would get UPSC’s consent on the panel Awasthi may be announced as full-fledged DGP. It may be underlined that Awasthi is considered country’s one of the best officers having vast experience (14 years) in CBI.

Interestingly, Uttar Pradesh Govt, enjoying the full-majority status, has been under ad-hoc arrangement as both DGP and Chief Secretary posts are functioning through additional charge.  

Further, Amitabh Ranjan (IPS:1988:TR), has been appointed as DGP, Government of Tripura. Presently he is posted at Centre as ADG, Intelligence Bureau.
