Shitla Prasad, who retired as Director General (Archives) of the Culture Ministry, is said to have been lobbying through Dalit pipeline to get a Padma award. Although the Culture Ministry is not inclined to entertain the request, anything can happen with elections approaching in Uttar Pradesh where a variety of Dalit voices are making different sounds. Recently, the BJP organized a Dhamma Chetna Yatra of Buddhists across the state to bring the community together. Following its success, senior Buddhist monk Shantimitra, who was involved with the yatra, approached the Culture Ministry, pointing out that not a single Dalit from UP has received any Padma award in the past 10 years. According to the monk, this has caused discontent among the community. Therefore, he proposed the name of Shitla Prasad for the award.
