Prayagraj (27.01.2026): The clash between supporters of Swami Avimukteshwaranand Saraswati and the Magh Mela police at the Sangam ghat on Mauni Amavasya that was on January 18, 2026 has brought the "Rajdanda" (state authority) into sharp focus that governs Prayagraj’s temporary township. As the seer, who claims the title of Shankaracharya of Jyotish Peeth, faced a blockade near a pontoon bridge, the incident underscored the friction between traditional protocol and security apparatus of the Prayagraj Mela Authority.
The 'Pop-up' District: Governance in the Sands
For 45 to 54 days every year, a dedicated 800-hectare tract of the Ganga-Yamuna floodplains is carved out as a separate administrative district. This year’s Magh Mela is not just a religious gathering but a high-tech pilot for the upcoming Kumbh 2031.
The administration has deployed a 10-tier security system, including 1,154 CCTV cameras linked to an Integrated Command and Control Centre (ICCC), with 260 AI-based cameras specifically performing real-time crowd density analysis to prevent of sudden crowd surge.
The Police and Civil Administration in Command: Rajdanda in Action
The civil administration, operating under the Prayagraj Mela Authority, is led by the Divisional Commissioner, providing the strategic vision, while the execution rests with a specialized "Mela" cadre.
Divisional Commissioner Saumya Agarwal (IAS: 2008: UP) is overall authority for Inter-departmental coordination. Mela Adhikari (DM Mela) Rishi Raj (IAS: 2018: UP) is looking after day-to-day affairs of Mela.  
Execution of the 7-sector masterplan; infrastructure & logistics. Additional Mela Adhikari Dayanand Prasad IAS from the State-cadre focuses on ritual scheduling and land allotment. Manish Kumar Verma (IAS: 2011: UP) is looking after civil support and municipal integration from the mainland.
The Police Phalanx: Managing the Millions
To enforce the "Rajdanda" on the ground, the Prayagraj Police Commissionerate has turned the mela area into a fortress with 17 police stations and 42 specialized outposts. Police Commissioner Jogendra Kumar (IPS: 2007: UP) and Additional CP Ajay Pal Sharma (IPS: 2011: UP) are personally overseeing the "Zero-Congestion" mandate. The SP (Magh Mela) Neeraj Kumar Pandey is looking after on ground management and Additional SP Vijay Anand is leading a force of 10,000+ personnel, including Water Police and the SDRF, specifically tasked with managing the 10,000-foot-long expanded ghat area.
Analysis: A Clash of Protocols
The conflict with Swami Avimukteshwaranand is a classic example of Dharmadanda (religious tradition) meeting the uncompromising Rajdanda. While the seer insists on the traditional palanquin protocol befitting a Shankaracharya, the administration insisted that no one was allowed in palanquin up to the Ghats. The supporters of the Shankaracharya broke barricading in protest which the policemen warned not to do. They also requested the Shankaracharya to stop his followers. But the clash happened followed by police action. Later, the state government served a notice of a pending Supreme Court appeal regarding status of his title. The state also indicated why not land allotted to him in the mela should be cancelled as he doesn’t deserve state-accorded "Shankaracharya Protocol."
