Indianmandarins has reliably learned that the post (earlier Commissioner BCAS) was sanctioned in September 2015 and further notified on 04 February 2016 is awaiting ACC ratification which is a mandatory clause. Sources said the matter may not be moved to ACC for ratification until Civil Aviation Secretary and Home Secretary arrive at the final conclusion over the control of Bureau of Civil Aviation Security (BCAS). It may be reiterated that Union Home Ministery and Civil Aviation Ministry have been at loggerheads over the control of BCAS. The aviation security regulator (BCAS) reports to Civil Aviation since inception whereas implementation of security at airports is the responsibility of the Central Industrial Security Force (CISF), which reports to the home ministry. The recently initiated move to end the requirement of 'security tags on cabin baggage' had something to do with the ongoing tussle over the control. Further, Indianmandarins has also learned that a 1994 batch IAS officer is being scrutinized for the post (Jt DG) but it is stuck due to the ongoing tussle and hence the recommendation for posting may not be sent to ACC for consideration.
