The NaMo administration on Friday effected a major bureaucratic rejig at the level of Secretary and Special Secretary as follows:

  1. R Subrahmanyam (IAS:1985:AP) appointed as Secretary, Department of Social Justice & Empowerment vice Neelam Sawhney (IAS:1984:AP). Presently, he is Secretary, Department of Higher Education.
  2. Amit Khare (IAS:1985:JH) appointed as Secretary, Department of Higher Education vice R Subrahmanyam (IAS:1985:AP). Presently, he is Secretary, Ministry of Information & Broadcasting. Khare to hold the additional charge of   Department of School Education & Literacy.
  3. Arun Goel (IAS:1985:PB) appointed as Department of Heavy Industry Secretary, vice Asha Ram Sihag (IAS:1983:HP) upon his superannuation on 31.12.2019. Presently, he is Secretary, Ministry of Culture.
  4. Kshatrapati Shivaji (IAS:1986:MH) appointed as Secretary, Department of Administrative Reforms and Public Grievances. Presently, he is Executive Director, Asian Development Bank. He will also hold the additional charge of Department of Pensions and Pensioners Welfare.
  5. Ravi Mittal (IAS:1986:BH) appointed as Secretary, Ministry of Information & Broadcasting vice Amit Khare. Presently, he is Special Secretary, Department of Financial Services.
  6. T V Somanathan (IAS:1987:TN), presently in the Cadre, appointed as Secretary, Department of Expenditure vice G C Murmu.
  7. Rajesh Bhushan (IAS:1987:BH) appointed as Secretary, Department of Rural Development vice Amarjeet Sinha (IAS:1983:BH) upon his superannuation on 31.12.2019. Presently he is Secretary (Coordination), Cabinet Secretariat
  8. V P Joy (IAS:1987:KL) appointed as Secretary (Coordination), Cabinet Secretariat vice Rajesh Bhushan. Presently, Joy is DG, Hydrocarbons.
  9. Sunil Kumar (IAS:1987:UP) appointed as Secretary, Ministry of Panchayati Raj. Presently, he is Special Secretary, Department of Commerce.
  10. Barun Mitra (IAS:1987:MN) appointed as OSD, Department of Justice under Ministry of Law and Justice. Presently, he is Special Secretary, Department of Defence Production
  11. Praveen Kumar (IAS:1987:TN) appointed as Secretary, Ministry of Skill Development and Entrepreneurship vice Dr K P Krishnan (IAS:1983:KN) upon his superannuation on 31.12.2019. Presently, he is Special Secretary, Ministry of New and Renewable Energy.
  12. Sushil Kumar (IAS:1987:TR) appointed as Secretary, Ministry of Mines vice Anil G Mukhim. Presently, he is  Additional Secretary, Department of Agricultural Research and Education and Secretary, Indian Council of Agricultural Research.
  13. Radheyshyam Julaniya (IAS:1985:MP), Secretary, Department of Sports has been given the additional charge of the post of Secretary, Department of Youth Affairs  upon superannuation of Ms. Upma Chawdhry (IAS:1983:HP)

Further, various officers presently serving at Additional Secretary and Special Secretary rank have been in-situ elevated to Special Secretary and Secretary rank by temporarily upgrading the post;

  1. Rameshwar Prasad Gupta (IAS:1987:GJ), Additional Secretary, NITI Aayog, as Special Secretary, NITI Aayog.
  2. Pradeep Kumar (IAS:1987:KL) Project Director, National Disaster Management elevated in the rank of Special Secretary.
  3. Debasish Panda (IAS:1987:UP), Additional Secretary, Department of Financial Services, elevated as Special Secretary, Department of Financial Services.
  4. Tarun Kapoor (IAS:1987:HP), Vice Chairman, DDA elevated in the rank and pay of Secretary.
  5. Bimbadhar Pradhan (IAS:1987:BH), Additional Secretary and Financial Adviser (AS&FA), Ministry of Agriculture and Farmers Welfare, elevated as Special Secretary & FA.
  6. Ram Mohan Mishra (IAS:1987:AM), Additional Secretary and Development Commissioner, MSME as Special Secretary and DC, MSME.
  7. T K Manojkumar (IAS:1987:KL), Additional Secretary, Warehousing Development and Regulatory Authority elevated in the rank & pay of Special Secretary, WDRA.
  8. Rajesh Verma (IAS:1987:OR), Additional Secretary, Department of Agriculture, Cooperation & Farmers Welfare as Special Secretary in the same department.
  9. Rajesh Kumar Chaturvedi (IAS:1987:MP) AS&FA, Ministry of Culture as Special Secretary & FA Ministry of Culture.
  10. Ajay Tirkey (IAS:1987:MP), Additional Secretary, Ministry of Women and Child Development as Special Secretary, Ministry of Women and Child Development.
  11. Sanjay Kumar Mishra (IRS IT:1984), Director, Enforcement Directorate elevated in the rank and pay of Secretary.
  12. Prem Kumar Kataria (IA&AS:1985), Additional Secretary, Ministry of Textiles, as Special Secretary, Ministry of Textiles.
  13. Prashant Kumar (IFS:1985:MP), Additional Secretary, Department of Rural Development as Special Secretary, Department of Rural Development.
