The NaMo administration, on Tuesday, effected a major bureaucratic reshuffle in Joint Secretary level as follows:


  • Gantha Ramesh Kumar (IAS:1993:PB) appointed Joint Secretary & Adviser, National Disaster Management Authority (NDMA) under the Ministry of Home Affairs for a combined tenure of seven years ending 01 June 2022. Presently, he serves as CMD, National Scheduled Tribes Finance Development Corporation (NSTFDC).
  • Chandra Shekhar Kumar (IAS:1992:OR) appointed Joint Secretary, Cabinet Secretariat for a period of five years. He replaces S A M Rizwi (IAS:1999:TG).
  • Rajat Kumar Mishra (IAS:1992:RJ) appointed Joint Secretary, Department of Economic Affairs for a period of five years. He replaces K Rajaraman (IAS:1989:TR) who empanelled as Additional Secretary, Govt of India.  
  • Manish Kumar Gupta (IAS:1991:UT) appointed Joint Commissioner, Delhi Development Authority  for a combined period of seven years ending 28 December 2021. He replaces Rejeev Verma (IAS:1992:UT).
  • Ms Vibha Bhalla (IRS IT:1991) replaces M K Gupta as Joint Secretary in the Ministry of Labour & Employment.
  • Manish Thakur (IAS:1998:AM) appointed Joint Secretary, Ministry of Housing & Urban for a period of five years ending 05 June 2021. He replaces Shiv Das Meena (IAS:1989:TN). Further, Ashok Kumar Singh (IAS:1999:KL) replaces Manish Thakur as JS, Defence in the Ministry of Defence.
  • Ved Prakash (IRSE, Civil:1988) appointed Joint Secretary, Ministry of Housing & Urban for a period of five years. He replaces K Sanjay Murthy (IAS:1989:HP).
  • Ms Rekha Yadav (IRPS:1995) appointed Additional Commissioner, EPFO under Ministry of Labour & Employment for a tenure of five year.
  • Dinesh Kumar Singh (IRTS:1988) appointed Joint Secretary, National Commission for Minorities for a period of five years against an existing vacancy.
  • Rajan Sehgal (IFoS:1992) appointed CMD, NHFDC (JS Level) under the Department of Empowerment of Persons with Disabilities for a period of five years.
  • Ms Rekha Shukla (IRS IT:1990) appointed Joint Secretary, Ministry of Health & Family Welfare (MoHFW) for a period of five years. She replaces Arun Singhal (IAS:1987:UP) on his elevation as Additional Secretary in MoHFW.
  • Rajeev Kandpal (IP&TF&AS:1995) appointed Additional CEO, GeM SPV under the Department of Commerce against an existing vacancy for a combined period of five years ending 08 August 2021.
  • Ms Meeta Rajivlochan (IAS:1990:MH) appointed Additional DG, Directorate General of Foreign Trade (DGFT) for a period of five years vice Ms Sonia Sethi (IAS:1994:MH) who recently repatriated to cadre state.
  • Darpan Jain (IAS:2001:KN) appointed Joint Secretary, Department of Commerce for a period of five years. He replaces Sudhanshu Pandey (IAS:1988:JK) who was elevated as Additional Secretary, Commerce last year.
  • Lamchonghoi Sweety Changhsan (IAS:1994:AM) appointed Joint Secretary, Department of School Education & Literacy (MHRD) for a tenure of five years by temporarily downgrading a vacant post.  
  • G Asok Kumar (IAS:1989:TG) appointed Mission Director, National Water Mission with the additional charge of ED (Projects) NMCG under the Ministry of Water Resources, River Development & Ganga Rejuvenation for a tenure of five years. He replaces Hitesh Kumar S Makwana (IAS:1995:TN).
  • Amit Vardhan (IRTS:1989) appointed Joint Secretary, Department of Heavy Industry for a tenure of five years. He replaces Vishvajit Sahay (IDAS:1990).
  • Jigmet Takpa (IFoS:1990:JK) appointed Joint Secretary, Department of Land Resources for an overall period of five years ending 09 July 2022. He replaces Susghil Kumar Singla (IFoS:1990:JK).
  • Ms Richa Sharma (IAS:1994:CG) appointed Joint Secretary, Ministry of Environment, Forests & Climate Change (MoEF&CC) for a tenure of five year. She replaces Jigmet Takpa.
  • Arvind Kumar Nautiyal (IRSME:1992) Joint Secretary, Ministry of Environment, Forests & Climate Change (MoEF&CC) for a tenure of five year ending 15 June 2021 by temporarily upgrading the post of Director.
  • Santhana Gopalan (IAS:2001:OR) appointed Dy Director General, UIDAI (Bangalore) for an overall period of 10 October 2022.
  • Rambir Singh (IFoS:1993:HY) appointed Joint Secretary, Ministry of Development of North Eastern Region (MDoNER) for a period of five year. He replaces Satya Narayan Pradhan (IPS:1988:JH).
  • Rajendra Ratnoo (IAS:2001:TN) appointed Joint Secretary, Department of Industrial Policy & Promotion for a period of five years vice Ms Vandana Kumar (IDAS:1992).
  • Sanjay Kumar (IRAS:1989) appointed Joint Secretary, Department of Atomic Energy for an overall period of five years ending 06 April 2022 vice M A Inbarasu (IRSME:1985).
  • Biswajit Banerjee (IFoS:1991:UP) appointed Joint Secretary, Department of Rural Development  for a tenure of five years. He replaces Prabhat Kumar Sarangi (IAS:1986:UP).
  • Alok Prem Nagar (IFoS:1995:HP) appointed Joint Secretary, Ministry of Panchayati Raj for a tenure of five years vice Ms Shalini Prasad (IAS:1985:UP) on her elevation as Special Secretary.
  • Vijay Varma (IRS IT:1990) appointed Joint Secretary, Department of Law & Justice for a tenure of five years against a vacant post of JS & Legal Adviser.
  • Sarvesh Singh (IRSSE:1988) appointed CMD, Bharat Broadband Nigam Limited (BBNL) under the Department of Telecommunications for a tenure of five years…
  • Ms Satwant Atwal Trivedi (IPS:1996:HP) appointed Joint Secretary, National Intelligence Grid (NATGRID) for a combined tenure of seven years ending 26 March 2022. She replaces Ramphal Pawar (IPS:1988:WB).
