But one signal to her is clear - run your ministry well and efficiently. Irani's sin, which bloomed over the last two years, was that while she was politically pugnacious, she was weak on running her ministry. Consequently, top academic institutions suffered immensely for the shortage of critical human resources. A look at the chronology of events makes it clear. In the Cabinet revamping and expansion of July 5, Irani was shifted to the textiles ministry from HRD. On July 11, the ACC (headed by PM) rejected the panel for selection of Chairman CBSE. Within the next 72 hours (on 14 July), the ACC appointed Rajesh Kumar Chaturvedi (IAS:1988:MP) as new CBSE Chairman. This amounted to censuring Irani who had kept the CBSE chief post vacant for the last one year. Simultaneously a Jt Secretary, considered close to Irani, was laterally shifted from HRD Ministry. In the next 40 hours, the PM also dropped Irani from the Cabinet Committee on Parliamentary Affairs. Clearly, after the Bihar debacle and the UP challenge in sight, NaMo does not wish to project the image of a government run by political wrestlers; rather, he wants to project the government as development oriented.
