There is a dilemma over the selection of a successor to Karnataka Chief Secretary Arvind Jadhav (IAS:1978:KN). While some believe that Jadhav may be given an extension, there are others who hold the view that a successor may be named shortly.
Indianmandarins has reliably learnt that even though the DOPT has received K'taka Govt's proposal for a three-month extension to the outgoing CS, the prospects for the same appears to be bleak. Till Wednesday, the file of extension proposal was not moved. Apparently, there has been a reluctance or unwillingness on the part of the Centre.
Reportedly, the Karnataka Chief Minister finds himself in doldrums for two reasons. The senior-most contender, Ms Ratna Prabha (IAS:1981:KN), is apparently having a tough time as many MLAs, MPs and officers are hostile towards her. The CM, too, is trying to find out ways to avert the situation as she belonged a particular section of the society ignoring which CM may face the heat politically. Earlier, too, the same situation went in favor of Jadhav and the Govt had to appoint him CS who was too senior to Ms Prabha to invite any objection from any corner.
Reportedly, the Govt of Karnataka has sent its recommendation for another extension to Jadhav despite its unwillingness to continue Jadhav.
Under the above-said circumstances, the Govt is said to have devised a model of repatriation of somebody who is senior to her on the list. Earlier speculation suggested that S K Pattanayak (IAS:1982:KN), Secretary, Dept of Agriculture & Cooperation (GoI), might repatriate if he would get an opportunity as next CS. But Pattanayak is junior to Ratna Prabha.
Indianmandarins has reliably learnt the Karnataka Govt seems to have decided to continue with its repatriation plan but with a small tweak. It may take a couple of days to be clear whether a Govt of India Secretary, senior to Ratna Prabha on the merit list, would repatriate to state as successor to Jadhav. Though, one can not deny another term for Jadhav as CS. Keep watching.
