JS Empanelment (IAS:1998): Why did it surprise one and all?

For the first time in history, only 23 officers from 1998 batch IAS found place on the empanelment list. May it be noted that it has been a general norm that 75% of the strength are empanelled as JS. Of course, the 1998 batch was a relatively small one (the batch comprises 54 officers). Still, its 42 officers were in consideration list and as many as 39 were expected to get into JS empanelment. But the final tally was less than 50 percent, making it the worst in history. Considering that even for secretary level empanelment, as many as 36 IAS officers 1982 batch were picked up, the JS level empanelment was a shocker. Indianmandarins has learnt that initially 42 of 1998 batch IAS officers qualified for JS empanelment but six were dropped as their ACRs were not available till the last moment. Finally 36 names were sent to PMO for consideration, of which only 23 were cleared. What transpired in the file's journey from DOPT to PMO has shocked the higher bureaucracy. The absence of few names from the empanelment list is equally puzzling. Ritwik Ranjanam Pandey (IAS:1998:KN), son-in-law of Principal Secretary to PM, has failed to appear on the list. Similar was the case of Brijendra Singh (IAS:1998:HY), son of Minister Ch Birendra Singh. While some see the event as representing objectivity of the PMO, some smell something beyond objectivity. Be whatever it may, the sidelining of even officers with proven track records possibly points to the following facts: first, the dominance of IAS in administration may not continue at the expense of other services; second, other services may also get proportionate representation at JS level; and the same may be extended to the secretary level posting too. Already, for the secretary level posting, the 1982 batch has got lower numbers selected than their senior counterparts from 1979, 1980 & 1981 batches.
