[caption id="attachment_1980" align="aligncenter" width="263"] Raghubar Das (CM, Jharkhand)[/caption] It is reliably learnt that Raghubar Das, the first non-tribal CM of Jharkhand, is expected to pick a Bihar cadre IAS officer as his Principal Secretary. Many inside bureaucracy believe that idea of picking up an IAS officer from outside state as PS his would have emanated from his strategy to establish a firm grip over bureaucracy and administration in Jharkhand. Probably it would ensure him about a relatively fresh outlook in decision making. But it is yet to be clear if Jharkhand CM is bringing an officer from neighbouring state. Though the name in circulation had well served in the districts in Jharkhand region when it was part of undivided Bihar.
