IAS, IPS couples enabled to choose their cadre

But that does not mean he is averse to letting his civil servants live a healthy conjugal life. The government on Tuesday allowed IAS and IPS couples to choose the immediate next cadre opted by them in their UPSC application to avoid living separately due to rules that debar civil servants from changing cadre on grounds of marriage where parent cadre of one spouse is the home cadre of another. As per a DoPT note, the appointments committee of Cabinet (ACC) has now changed the service rules to allow married IAS and IPS officers, where either of them cannot opt for the cadre of the spouse being their respective home cadre, to get the same cadre. "..The officers may choose the immediate next cadre opted by them in the detailed application form submitted to UPSC below the present cadre allotted," it said adding that in cases of non-receipt of preference within the stipulated time from the concerned officers, they can be assigned the most deficit cadre between the two subject to receipt of no-objection certificate from the parent as well as recipient cadre. The relief for IAS/IPS couples comes after a unique application for change of cadre on grounds of marriage came to the government's notice. The case involved AGMUT cadre IAS officer P Parthiban, who belongs to Tamil Nadu, and his wife Nisha, a TN cadre IPS officer hailing from Delhi. As per their application, while Parthiban was posted in Puducherry, Nisha was serving in Coimbatore. The couple was not eligible for each other's cadre as it was also their home cadre. While Nisha could not opt for AGMUT cadre Delhi being her home state, norms also prevented Parthiban from changing to Nisha's TN cadre as it was also his home cadre. The case baffled the committee tasked with deciding on inter-cadre transfers as it pointed to gaps in the existing policy. The matter was finally referred to ACC headed by the Prime Minister, for rewriting the rules. As recommended by the committee, the Centre has now allowed the officers to choose the immediate next cadre opted by the officer in the detailed application form submitted to UPSC below the present cadre allotted.
