governor) and judiciary facing attrition in Himachal Pradesh which was
otherwise a phenomenon affecting corporate and private sectors. In a short span of just two years that is between
2018 and 2019, the state had three governors, three chief justices and three
chief secretaries. Acharya Devvrat, Kalraj Mishra and Bandaru
Dattatreya are the last three governors of which Kalraj Mishra had just three
months’ stint before being sent to Rajasthan to replace Kalyan Singh. Even
Kalyan Singh had a small stint before Acharya Devvrat as additional
responsibility. Justice Surya Kant was the chief justice of Himachal
Pradesh High Court till May 2019 while he was succeeded by Justice V
Ramasubramanian who was chief justice of the state till September 2019. Justice
Dharam Chand Chaudhary is now the acting chief justice of the state which means
he will be replaced very soon. Now talking about chief secretary, Srikant Badli is
the new chief secretary who had succeeded B K Agarwal while Vineet Chaudhary
was chief secretary till September 2018. Though not uncertainty but frequent
changes in the state over these three estates of democracy are mentioned often
by the stakeholders in state administration.
