HP: Several top posts on hold, next RERA Chairperson remains a mystery

The entire bureaucracy in Himachal Pradesh is anxiously watching the appointment of next Chairperson of RERA in the state. So far, no retired bureaucrat has got any post-retirement assignment under the present govt. The State Govt scrapped the State Administrative Tribunal after recommending the names of Srikant Baldi and Manisha Nanda for appointment as Member, Administration.

Vacant posts in the HP Public Service Commission too have not been filled up as yet. The appointment to the post of Chairperson Himachal Pradesh Food Commission has reportedly been put on hold. For RERA, the outgoing Chief Secretary Dr Shrikant Baldi (IAS:1985:HP) is the front runner and he is reported to have identified office accommodation and staff as well whereas the post is yet to be advertised.

Centre warns HP Govt: Abide by the sanctioned ACS posts

The Centre has issued a stern warning to the Himachal Pradesh government for appointing more than the sanctioned posts of Additional Chief Secretary (ACS). Just before the notification of cadre review, DoPT issued a warning letter to the state government.

It underlines that if appointment to ACS posts exceeds the sanctioned strength, recovery will be done from the beneficiaries and department of personal will declare them as illegal besides that the next review process of HP cadre will also be stopped.

The process was started during the time of the Dhumal government which was continued by the Veer Bhadra government and now it appears to continue in the Jayram led BJP Govt as well.

As present DGP of Himachal Pradesh Sita Ram Mardi (IPS:1986:HP) moves closer to completing his two-year-term, speculation is rife that in January 2020, the state will have the new DGP. Chief minister has openly displayed his fondness for Sanjay Kundu (IPS:1989:HP) by giving him key departments in the CM Secretariat and by appointing him as his Principal Secretary. So in all likelihood Kundu, the next senior most IPS officer, is slated to become the new DGP.

It is not only executive but legislative (read governor) and judiciary facing attrition in Himachal Pradesh which was otherwise a phenomenon affecting corporate and private sectors.

In a short span of just two years that is between 2018 and 2019, the state had three governors, three chief justices and three chief secretaries.

Acharya Devvrat, Kalraj Mishra and Bandaru Dattatreya are the last three governors of which Kalraj Mishra had just three months’ stint before being sent to Rajasthan to replace Kalyan Singh. Even Kalyan Singh had a small stint before Acharya Devvrat as additional responsibility.

Justice Surya Kant was the chief justice of Himachal Pradesh High Court till May 2019 while he was succeeded by Justice V Ramasubramanian who was chief justice of the state till September 2019. Justice Dharam Chand Chaudhary is now the acting chief justice of the state which means he will be replaced very soon.

Now talking about chief secretary, Srikant Badli is the new chief secretary who had succeeded B K Agarwal while Vineet Chaudhary was chief secretary till September 2018. Though not uncertainty but frequent changes in the state over these three estates of democracy are mentioned often by the stakeholders in state administration.
