Health Secretary C K Mishra has issued a circular to streamline the process and delegate decision-making authority at various levels to ensure files are not processed through circuitous routes. He has advised all departments under the Ministry to submit a pro forma on the list of pending files, the number of levels they will have to cross before a final decision is made, and how the work may be delegated. The exercise is to be completed in the next few days.
