IRS's C&CE cadre officers are said to have been dismayed over their sidelining in the post-GST regime. They grudge the fact that they are not given adequate space in GST regime rather they feel marginalised on their own turf. According to them, the GST Council comprising 29 states has among its top representatives State Finance Ministers, Revenue Secretaries of states (mostly IAS officers), Commissioner Taxes (mostly IAS), and an assistant to the Tax Commissioner (often IAS). Further, the center is represented by Union Finance Minister, Revenue Secretary (IAS), and Additional Secretary GST Council (an IAS officer). The CBEC Chairman and Member (GST) of the CBEC are two sole exceptions who represent the IRS on the GST Council. In view of the fact that the GST council stands deprived of professional experience and expertise of C&CE cadre officers, there is a real fear that the GST collection may decelerate in the months to come.
