Since none from Telangana cadre found place on the empanelment list of Additional Secretary (1986 batch) and Secretary/equivalent (1983 batch) they have feel that it was due to the factor which their political leaders term it as 'lack of bargaining capacity with the centre. Lucky to be empanelled as Secretary equivalent 43 days before retirement:-  The empanelemt list of 1983 batch IAS has invited a plethora of analysis and interpretations for many good reasons but it has drawn attention for few surprising aspects as well. Ram Tirath Jindal (IAS:1983:AM) appeared on the empanelment list issued on 18 July. He is empanelled as secretary equivalent merely 43 days prior to his retirement.
