Indianmandarins has reliably learnt that the NaMo administration may end the fixed tenure of top posts like Home Secretary, Defence Secretary and maybe Cabinet and External Affairs Secretary. It is said that the plan may be implemented over the course of next 4-5 months. At the moment, the pros and cons of the issue are being debated and a decision would be taken only after doing a risk-benefit analysis.
Reportedly, the PMO has already sounded top officials about the plan to end the fixed tenure that goes with certain posts. Further, the administration has been thinking rather loudly that if certain coveted posts require a longer tenure than a short fixed tenure, there should be no problem in entertaining this idea. The objective behind the loud thinking may be to ignite a debate within the administration and measure the utility/fallibility of the idea.
It is also learnt that this plan may not be applied to top investigative agencies like CBI, IB & RAW as it would unnecessarily invite judiciary's intervention. It goes without saying that some of the constitutional posts like that of CVC and CAG may not be impacted by the current thinking of doing away with the practice of fixed tenures for certain top posts.
