Indianmandarins reliably learns that the Cabinet Secretary and Committee of Secretaries a couple of days back decided that Electric Mobility Mission Plan and FAME scheme run by DHI for promotion of electric vehicles be shifted out of Dept of Heavy Industry (DHI) to Niti Ayog.
To synchronize efforts of various departments and ministries to move towards an all-electric fleet by 2030, the government has shifted the electric vehicles program to Niti Ayog from the department of heavy industries (DHI) as most ministries wanted to have a say in the high-profile mission. This has raised the eyebrows in a section of the government.
How the movement of FAME or Faster Adoption and Manufacturing of Hybrid & Electric Vehicles program to Niti Ayog may help better coordination of efforts is not clear to many participants. It is argued the DHI being the administrative ministry for the auto sector, there was no need to disturb the arrangement that has proven itself and was yielding results.
The National Electric Mobility Mission Plan 2020 (NEMMP) is one of the most important and ambitious initiatives undertaken by the Government of India. According to its website, It has the potential to bring about a transformational paradigm shift in the automotive and transportation industry in the country. This is a culmination of a comprehensive collaborative planning for promotion of hybrid and electric mobility in India through a combination of policies aimed at gradually ensuring a vehicle population of about 6-7 million electric/hybrid vehicles in India by the year 2020 along with a certain level of indigenisation of technology ensuring India's global leadership in some vehicle segments.
The 2020 roadmap estimates a cumulative outlay of about Rs.14000 cr. during the span of the scheme, including industry contribution. After the launch of NEMMP-2020 in January 2013 by the Prime Minister of India, DHI prepared a concrete policy proposal with financial road map so that appropriate policy and financial support in the form of approval of the government as a plan scheme and budgetary provisions under plan or non-plan heads are in place for the timely launch of the scheme in 2015-16 itself.
